TheAssociatedPress SACRAMENTO Califor- nia officials launched two initiatives Wednesday to boost residential wa- ter conservation: The na- tion's toughest water effi- ciency standards for show- erheads and a $30 million rebate program to rip out grass lawns and replace old toilets. The California Energy Commission voted to re- quire showerheads sold at stores in the state to spray less water than current models following similar moves for toilets, faucets and urinals. The initiatives came four months after Gov. Jerry Brown ordered sweeping water-saving measures in response to the state's four-year drought. Showerheads sold at stores will be limited to spraying 1.8 gallons a min- ute — the nation's strictest limits — starting in July 2018. It will be phased in with a 2 gallons a minute stan- dard starting next July, as is already required for all new construction in the state. Retrofitting of exist- ing building will not be re- quired. "These new high-effi- ciency models have the same feel as old-style showerheads, but with- out the water waste," Tracy Quinn, a Natural Resources Defense Coun- cil policy analyst, said in a news release. In addition, the state Department of Water Resources is providing enough funding to offer 60,000 residents a $100 rebate to replace an out- dated toilet and up to $2,000 to replace grass lawns with drought-toler- ant landscaping. Other standards ap- proved by the energy commission earlier this year take effect in Jan- uary. Urinals can't flush more than an eighth of a gallon, down from half a gallon. City News Service says a judge ruled on July 29 that there's no constitu- tional or privacy right to possess child porn. California law had re- quired therapists to re- port suspected abuse of a child but an amendment requires them to also re- port whether clients had downloaded or viewed child porn — whether or not abuse was suspected. Three therapists chal- lenged the amended stat- ute, arguing it violated pri- vacy rights and did noth- ing to protect children. They argued the require- ment even extends to mi- nors involved in sexting. Therapists who violate the law could face up to six months in jail. LOS ANGELES Judge tosses challenge to child porn reporting law The Associated Press LOWER LAKE At least 150 people have been evacuated from their homes as erratic winds Wednesday fanned a wildfire burning through rugged hills in Northern California and pushed the flames across two counties. Many in the region about 100 miles north of San Francisco had only recently returned to their homes af- ter fleeing an earlier blaze. Crews lit backfires Wednesday along a road elsewhere in the region as plumes of black and white smoke rose into the sky. The California Depart- ment of Forestry and Fire Protection said the fire had expanded across 26 square miles and crews had the flames just 6 percent con- tained. Full containment wasn't expected until Mon- day. The fire began in dry tim- ber and brush Sunday sev- eral miles from the com- munity of Lower Lake. It leapt from Lake County into wine-famous Napa County, but no vineyards were threatened. Empire Mini Storage manager Desiree Mcalear said the business in Mid- dletown has had numerous calls and visits from people who want to rent units in case they have to evacuate. "They're absolutely scared and terrified," she said. "If the winds decide to blow this way then we all need to take action. Right now we have the luxury of waiting and being patient." More than 1,100 firefight- ers were battling the blaze that was threatening 50 structures. No homes have been destroyed, and no in- juries have been reported. Meanwhile, firefighters have nearly surrounded a larger nearby blaze that started about two weeks ago and destroyed 43 homes Thecausesofbothfiresre- mained under investigation. Temperatures have been relatively mild, but the gusty winds and dry condi- tions have stoked the wild- fires. In Southern California, evacuation orders were lifted as crews increased containment of a small wildfire sparked by a burn- ing motor home in rural Riverside County. Officials say one person from the motor home was burned. Three firefight- ers were taken to hospitals with minor injuries. State fire officials said the blaze about halfway be- tween Temecula and Palm Desert had been held to 450 acres and was 50 per- cent contained.
