The council approved the pre- sentation and will move forward in working with the district. "The California Mediterranean climate only brings so much rain, meaning that for more than 100 years the ground has been drilled to pump the precious groundwa- ter," according to the Groundwa- ter Act Handbook. "Groundwater accounts for about 40 percent of the state's water supply annually." The depart- ment received a call at 4:40 a.m. from someone at the Heather Es- tates Apartments on Lakeside Drive who said a person that had robbed someone on Monday was parked in their driveway and was walking across the street. As of- ficers responded, a black Honda with silver rims matching the de- scription of the vehicle given in the report drove past them on RED BLUFF Police arrest suspect a er chase By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter TEHAMA The Tehama County Sheriff's Department has iden- tified the victim in Tuesday's drowning on the Sacramento River in the Tehama area as Billy Ray Daugherty, 38, of Los Moli- nos. A Tehama County Sheriff's Deputy saw Daugherty at 5:04 p.m. on the east bank of the Sac- ramento River and recognized he was wanted on an active warrant for a parole violation, said Assis- tant Sheriff Phil Johnston in a press release issued Wednesday morning. Law enforcement had been actively seeking Daugherty and a deputy attempted to take him into custody. Daugherty had cut off his GPS ankle monitor the week before Tuesday's incident, according to the press release. Daugherty ran toward the river at which point the deputy de- ployed a Taser in an unsuccessful attempt to apprehend him, John- ston said. Daugherty jumped into the river in the area underneath the Aramayo Way bridge at 5:09 p.m., swimming toward the op- posite side, and was seen float- ing past the docks toward I or H street about 5:15 p.m. A deputy at 5:16 p.m. reported that Daugherty was going under, according to logs. Deputies had been maintain- ing visual contact with Daugh- erty and requested a boating unit prior to losing sight of him about 25 feet off the bank of the west shore line, Johnston said. A boat and a California High- way Patrol helicopter were sent to the scene and a coordinated effort was made to located Daugherty. Medical personnel were staged in the area of Second and G streets. Medical was released from the scene about 6:20 p.m., according to scanner reports. At 6:16 p.m., the CHP helicopter located what the pilot believed to be a body submerged in shallow water downstream from where Daugherty had last been seen. He directed the boating unit to the area. Daugherty's body was recovered at 6:29 p.m., according to a log entry. The festivities kick off with the Missing Olive Hunt, which starts Monday, when the Corn- ing Chamber of Commerce re- leases the first clue. The event kicks off in ear- nest on Friday and will include a boxed meal near the bed races put on by the chamber, said Chamber Manager Va- lanne Cardenas. Pre-sale tick- ets are available at the cham- ber, 1110 Solano St., for $10. The chamber is having a half-chicken boxed meal din- ner prepared by Ranchers Meat & Deli at 6th and Solano 4:30-7 p.m. Friday, Cardenas said. The meal includes a half chicken, pasta salad, beans, bread and a drink. "This is the first time we are trying this," Cardenas said. "So people can eat before, during or after the parade and bed races."
