Winds of 60 mph winds collapsed the tent, killing two spectators and send- ing about 32 others to hospitals. Bill Degnan said it's the responsibility of the circus operator, Sarasota, Fla.,- based Walker International Events, to monitor the weather. The National Weather Service had issued a severe thunderstorm warn- ing at 5:23 p.m. Monday. The show started seven minutes later at the Lancaster Fairgrounds. The storm blew through at 5:46 p.m., with about 100 people inside the tent. "I see these very large metal poles that are in the ground and go through the top of the tent; I see them starting to come out of the ground and fly up, into the air toward us," witness Heidi Medeiros, attending with her 3-year- old son, said. —TheAssociatedPress NEW HAMPSHIRE Firemarshal:NWSgavestorm warning before circus show Israel's Shin Bet security agency says it is interrogating the sus- pected head of a Jewish extrem- ist group after an arson attack last week that killed a Palestinian tod- dler in the West Bank. The Shin Bet would not say if 23-year-old Meir Ettinger is sus- pected of involvement in the arson attack Friday. But it says Ettinger is head of an extremist group seeking to bring about religious "redemption" through attacks on Christian re- ligious sites and also Palestinian homes. Israeli media says Ettinger is the grandson of Rabbi Meir Kahane, an ultranationalist whose party was banned from Israel's parliament for its racist views in 1988. Kahane was killed by an Arab gunman in 1990. Israeli police say Ettinger will be remanded into their custody Tuesday following his arrest Mon- day. — The Associated Press MIDEAST Israeli questioned in connection with West Bank toddler's death The family of a black woman found dead in a Texas jail three days after a confrontation with a white state trooper filed a wrongful-death lawsuit Tuesday against the officer and other officials, saying it was a last resort after being unable to get enough information about the case. Bland, a 28-year-old Chicago- area woman, was found dead in her Waller County jail cell in Hemp- stead on July 13. Her family and oth- ers have criticized Trooper Brian En- cinia, who stopped Bland for failing to signal a lane change. Video of the stop shows the confrontation quickly escalated after Encinia asked Bland to put out her cigarette. "This family's motivation is that they don't want to see this sort of thing happen again to another fam- ily," attorney Cannon Lambert said in Houston. Lambert expressed dismay that Encinia remains on administrative leave rather than being fired by the Texas Department of Public Safety. — The Associated Press TEXAS JAIL DEATH Sandra Bland's family sues state trooper, wants answers Secretary of State John Kerry called Tuesday for countries negoti- ating a major Pacific Rim trade deal to overcome differences that have stalled its conclusion. Speaking in Singapore, Kerry said the so-called "Trans Pacific Part- nership" would benefit the people of all nations involved and serve as a model for responsible global indus- try and commerce. His address at Singapore Management University comes just days after trade ministers failed to bridge final gaps and seal the accord at talks in Hawaii. Kerry acknowledged the difficul- ties in finalizing the deal, but said its completion would mark a major milestone for the international econ- omy. The countries involved in the talks represent about 40 percent of the global economy.
