You say you want to change the city's culture-great! Everyone should have a business philosophy of "better forgiveness than permission." Doesn't take too much of a memory to recall what that attitude cost the Terry Sanford football team. The city needs to quit molly-coddling Mr. Chen. It was not their responsibility to notify the tenants. Can't you see Mr. Chen standing idly by as fire marshals and building inspectors (if they could) going door-to-door and telling Chen's tenants to leave. Don't sit back and wait for him to make the next move in his lawsuits. The city should immediately seek an injunction to require Mr. Chen to get his house in order, and if he tries to skirt one more code requirement that he be held in contempt. Otherwise, he will continue to snub his nose at the folks across the street until something serious happens and someone is seriously injured.
