Farther south, a front will stall from the southern Plains to the Carolinas. Areas near and south of this boundary will remain hot and humid with locally drenching showers and thunder- storms. However, much of Texas is forecast to remain free of rain. Spotty thunderstorms are projected to develop farther north over the central and northern Plains. A few storms will affect the interior West. Jerry Brown said the world may have reached a tipping point on global warming and that humanity must reverse course or face extinction. Brown is at the Vatican amid stepped up efforts to bring support for poli- cies to reduce greenhouse gas emissions. The summit was called by Pope Francis following the recent release of his encyclical on climate change. "We have to respond, and if we don't the world will suffer, we will all suffer," Brown said. "In fact, many people, millions are suffer- ing already." Brown addressed dozens of mayors and other local government officials from around the world Tuesday, issuing criticism of Republi- can politicians and business interests skeptical of cli- mate change. The governor is also scheduled to address the gathering Wednesday. Shortly after his address, Brown said we'll all learn to adapt to a new climate, ac- cording to the Sacramento Bee. "But if every year things get worse," he added, "our goose will be cooked." Brown, a onetime Je- suit seminarian, has made climate change a central theme of his tenure in his second stint as California governor. He is promoting a plan to set what the adminis- tration calls the most ag- gressive carbon reduc- tion benchmark in North America, which would in- crease statewide renew- able electricity use to 50 percent, have drivers use half as much gasoline and make buildings twice as ef- ficient as they are now. He has also signed nonbinding climate change pacts with other states in the U.S., Can- ada and Mexico. Oil companies have ramped up opposition, and utilities are angling for changes in the bill that would make it easier for them to fulfill require- ments to produce renew- able energy, the Los Ange- les Times reports. But so far, no one has been able to stop the legislation, which has passed the state Senate and is advancing in the As- sembly. Senate President Pro Tem Kevin de Leon, D-Los Ange- les, one of the bill's authors and its most high-profile champion in the Legisla- ture, is meeting individu- ally with Assembly mem- bers to further secure their support. The pope's invitation to Brown for the Vatican con- ference is a sign that "the world is watching what happens in Sacramento very closely," de Leon told the Los Angeles Times.
