The California Depart- ment of Motor Vehicles re- ported it has issued roughly 397,000 licenses to people who live in the country il- legally. A total of 759,000 licenses were issued in the first six months of the year. The DMV did not imme- diately have licensing num- bers for 2014. The new law initially generated huge interest, with long lines at DMV of- fices in January and Feb- ruary. The DMV expects to see about one million more applicants over the next three years who are covered under the new law. "We hope that all of those people will be able to pass the testing and have the necessary documents to obtain" a license, said DMV spokeswoman Jes- sica Gonzalez. Supporters of the law say giving licenses to peo- ple regardless of their im- migration status makes the roads safer for every- one. New drivers say hav- ing a license means they can travel more freely for work or pleasure. Some people had been driving without a license. "It's great that people are taking advantage of this new law," said Jack- elin Aguilar, community organizer for Placer Peo- ple of Faith Together, an Auburn, California-based group that supports the new licenses. "It's definitely a step for- ward for the families, and having identification is huge," Aguilar said. Opponents say people who are in the country il- legally should not be re- warded. Roy Beck, president of NumbersUSA, which advo- cates for legal and limited immigration, chided Cali- fornia for making life eas- ier for people in the coun- try illegally, at the expense of citizens and legal resi- dents. "There are now 400,000 more signals to people all over the world that work- ing illegally in California is encouraged by the govern- ment itself," he said. About 687,000 people have applied for the li- censes issued to illegal im- migrants. Applicants must pass driving tests and show proof of residency and identity. The Associated Press SANTA BARBARA A Cali- fornia beach fouled by an enormous oil spill nearly two months ago is re- opening, and officials say the costly cleanup is nearly complete. Refugio Beach is the last of the beaches that were closed when a corroded onshore pipeline ruptured. It was expected to reopen Friday. The May 19 break spilled up to 101,000 gallons of crude, including 21,000 gallons that reached the Pacific Ocean. Goo washed up as far as 100 miles away. As of last month, cleanup costs had climbed to $92 million.
