The event is to celebrate the life of Gunner Langenderfer, who was killed in a traffic col- lision in 2013. Although contractors are be- hind schedule workers plan to complete the project in the orig- inal time frame of 30 days, ac- cording to Public Works Director Dawn Grine. During construction there will be partial lane closures but ac- cess to Solano Street will still be available, according to the pub- lic works road construction no- tice posted on the city's website. The project will improve and re- construct curbs and pedestrian ramps at the intersections of Hoag and Solano streets, Lincoln and Solano streets and at Third and Yolo streets. The contractors are working on the crack sealing process of the project and will be starting as- phalt paving on July 27. The final step, scheduled for Aug. 3, is the pavement striping and marking. By Aug. 7 the proj- ect should be completed. "Unfortunately, on July 3, the Tehama County Superior Court experienced a global out- age," said Court Executive Offi- cer Caryn Downing in a state- ment faxed to the Daily News. "We are working diligently on this matter and anticipate resto- ration of all services on approxi- mately Wednesday, July 22. Dur- ing this outage, all court clerk's offices and courtrooms contin- ued to conduct business. "The court is committed to providing access to justice and will continue working on diag- nosing the outage and take mea- sures to prevent outages like this from happening in the future," the statement continues. "We truly appreciate the public's pa- tience during this challenging time." Questions were asked but not answered regarding whether or not the failure of the online case index was just external or inter- nal as well, and what caused the outage. Several employees in county offices and clerks at Red Bluff City Hall said their offices were flooded with calls during the week of July 6-10 and some are still receiving occasional calls from those trying to reach the courts. Some with jury summonses were frustrated that they couldn't get through the eve- ning before they were due to re- port, when the notices instruct them to call. Angela Ford, assistant clerk for the Board of Supervisors, said her office received 45 calls for the courts Monday alone. They were advised by the courts to tell peo- ple to keep trying to get through. "We were told just because they called and couldn't get through did not mean they were excused from jury duty and they should just show up," Ford said. Work started July 10 and crews are working to clean out the channel to improve the flow, said Vinny Pagnano, an engi- neering technician for the city. The project is expected to about eight weeks, but it could potentially take less, City Man- ager Rick Crabtree said. While access to the river for fishing and wading is not permissi- ble through the construction area, residents can still reach the river's edge by going down to the gravel bar. At least one fisherman was upset that the construction blocked access on the opening day of salmon season. "It's just coincidence," Crab- tree said. "We hope to still get it done before the end of fish- ing season." The process of obtaining permits and compiling envi- ronmental reports, which the city just finished recently, has drawn out the project, Crab- tree said. The initial contract with RK Ricks Construction for the amount of $109,510 for phase I, which includes the temporary boat launch to allow residents to get to the river while a per- manent launch is being con- structed, was approved at the April 21 meeting, Deputy City Clerk Cheryl Smith said. The process of getting per- mits and environmental re- ports will start all over again with phase II, which is the con- struction of a permanent boat launch near the barbecue pits. Red Bluff is primarily fund- ing the project through a $209,000 Department of Boat- ing and Waterways Harbor and Watercraft Revolving Fund Grant, which was approved in April 2012 as a $163,000 grant. An additional $46,000 was added in December 2012 to help with the costs of vari- ous studies needed. The city is contributing $13,344 in Parks and Rec- reation Impact Fee Fund to make up the difference in the $222,344 project. There is work being done along the river bank by McG- lynn Pool closer to the former Riverside Restaurant, however, it is unrelated to the work be- ing done by the city, Smith said.
