Program Income constitutes federal CDBG funds and must be expended and used in compli- ance with all CDBG statutes and regulations. Based on recent regulation changes, the City must now expend all program income on hand, prior to obtain- ing in additional grant funds from an open contract with the State. The City will add a sup- plemental project to its current grant contract to satisfy this new requirement. The City recently completed an ADA transition plan through their open CDBG grant, which identified various public facili- ties in the City that are in need of ADA improvements. The City intends to utilize the Program Income funds on hand, approxi- mately $147,000 to implement ADA improvements at Dog Is- land Park, located at 1360 Main Street. Should funds not be ex- hausted, the City will implement further ADA improvements at Forward Park, located at 1804 Monroe Avenue. The purpose of the public hear- ing will be to give citizens an op- portunity to make their com- ments known.
