The special tax of CFD The term of any indebtedness of CFD No. 2011-1, if approved, will be limited in duration to 40 years. The interest rate applica- ble to any indebtedness of CFD No. 2011-1 will not exceed the maximum rate authorized by law (currently 12% per annum), and the actual interest rate will be established at the time the indebtedness is incurred. The District has applied to (a) the United States Department of Agriculture-Rural Development and (b) the California Water Re- sources Control Board for loan financing for the Project. If the two loans are consummated as expected, the District expects that the applicable interest rate will be less than prevailing inter- est rates in the general munici- pal bond market and substan- tially less than the current maxi- mum rate authorized by law. The Board has established Tues- day, April 17, 2012, as the elec- tion date (the "Election Date"). The election is being conducted as a mailed ballot election, and the Tehama County Clerk is pro- viding services to the District as the election officer (the "Elec- tion Officer") for this special election. Voters must return completed ballots to the Elec- tion Officer at the Elections of- fice of the County Clerk at 444 Oak Street, Room C, Red Bluff, California, which offices shall re- main open until 8:00 p.m. on the Election Date to receive com- pleted ballots. Eligible voters may return ballots to the Elec- tion Officer by either personal delivery at the above location of the Elections office or by mail at Tehama County Elections, P.O. Box 250, Red Bluff, CA 96080. Eli- gible voters choosing to return ballots by mail may do so at any time following their receipt of such ballots, and such voters shall assume the risk that bal- lots returned by mail may not be received by the Election Officer by said deadline, in which case any such late ballot shall not be counted.
