ByDeniseLavoie The Associated Press BOSTON Two men were charged Friday with con- spiring to help the Islamic State group by plotting with a Boston terror suspect to kill a conservative blogger known for provoking Mus- lims. Nicholas Rovinski, 24, of Warwick, Rhode Island, made a brief appearance in federal court in Boston on Friday on a charge of con- spiring to provide material support to terrorists. David Wright, 25, of Everett, Mas- sachusetts, was initially ar- rested last week. Both men are accused of scheming with Usaama Rahim, 26, of Boston, who was killed last week by ter- ror investigators who had him under 24-hour surveil- lance. Authorities say Ra- him lunged at police with a military-style knife, but his family has questioned that account, noting a knife isn't seen in a grainy sur- veillance video cited by au- thorities. Wright, Rahim's nephew, told the FBI he met Rovin- ski about a year ago through Facebook, and they began communicating, according to an FBI affidavit. The affidavit says the three men initially planned to behead a political ac- tivist whom law enforce- ment officials have iden- tified as Pamela Geller, a blogger who campaigned against a mosque near the World Trade Center site in New York and organized a Prophet Muhammad car- toon contest in Texas. Rovinski, wearing a blue T-shirt and gray sweat- pants, did not enter a plea at Friday's appearance. His lawyer declined to com- ment afterward. But ear- lier, Rovinski's mother, Lori, told reporters, "It's not true. That's all I can say. It'll all come out." Wright's lawyer, Jessica Hedges, didn't immediately return a call seeking com- ment on the new charge. Wright has been in custody since his arrest last week on a charge of conspiracy to destroy evidence. Both Rovinski and Wright are scheduled to ap- pear in court for a detention hearing June 19. Prosecu- tors said Friday that they'll ask for Rovinski to be held without bail until his trial because he poses a "signifi- cant threat" to public safety. Wright is accused of en- couraging Rahim to "be steadfast in his intentions" and to destroy his phone and wipe his laptop com- puter to prevent law en- forcement from searching them. A federal court Friday blocked the release of Albert Wood- fox, the last incarcerated member of a group of Lou- isiana prisoners known as the Angola Three, and raised doubts as to whether Woodfox will avoid a third trial in the 1972 slaying of a prison guard. Woodfox must now re- main behind bars until at least late August, when the 5th U.S. Circuit Court of Appeals hears arguments on the state's appeal of an judge's order denying a third effort to make a con- viction stand in the stab- bing death of Brent Miller. In a blow to his defense, the appellate panel's unani- mous ruling suggested that Louisiana might be able to try Woodfox again after all, despite the earlier judge's conclusion that it would be impossible to guarantee a fair trial, given that 43 years have passed, key wit- nesses have died and there is no physical evidence link- ing Woodfox to the crime. Louisiana "has made a strongshowingthatitislikely tosucceedonthemeritsofthe appeal," the panel wrote. The decision caps a tu- multuous week in a decades- long case that has focused international attention on the use of solitary confine- ment in American prisons. Judge James Brady took the extraordinary step of barring a third trial for Woodfox, whose previ- ous convictions were over- turned for reasons includ- ing racial bias in selecting a grand jury foreman and juror misconduct. But by Friday, the appel- late judges ordered Wood- fox held until at least the last week of August, when a hearing was scheduled on the state's appeal. Woodfox was placed in solitary immediately after Miller's body was found in an empty prison dormitory, and then was ordered kept on "extended lockdown" ev- ery 90 days for decades. The other two were Rob- ert King, who was released in 2001 after his convic- tion in the death of a fellow inmate was overturned; and Herman Wallace, who died a free man in October 2013, just days after a judge granted him a new trial in Miller's death. 1972 MURDER CASE Court blocks freedom for last of 'Angola Three' prisoners By Ken Dilanian and Ted Bridis The Associated Press WASHINGTON Hackers linked to China appear to have gained access to the sensitive background in- formation submitted by intelligence and military personnel for security clearances, several U.S. of- ficials said Friday, describ- ing a second cyberbreach of federal records that could dramatically com- pound the potential dam- age. The forms authorities believed to have been ac- cessed, known as Standard Form 86, require appli- cants to fill out deeply per- sonal information about mental illnesses, drug and alcohol use, past arrests and bankruptcies. They also require the listing of contacts and relatives, po- tentially exposing any for- eign relatives of U.S. intel- ligence employees to coer- cion. Both the applicant's Social Security number and that of his or her co- habitant is required. The officials spoke on condition of anonymity because the security clear- ance material is classified. The security-clearance records provide "a very complete overview of a person," said Evan Lesser, managing director of ClearanceJobs.com, a web- site that matches security- clearance holders to avail- able slots. "You don't need these records to blackmail or exploit someone, but it would sure make the job easier." The Office of Personnel Management, which was the target of the hack, has not officially notified mili- tary or intelligence person- nel whose security clear- ance data was breached, but news of the second hack was starting to cir- culate in both the Penta- gon and the CIA. The officials said they believe the hack into the security clearance data- base was separate from the breach of federal per- sonnel data announced last week — a breach that is itself appearing far worse than first believed. It could not be learned whether the security da- tabase breach happened when an OPM contrac- tor was hacked in 2013, an attack that was discov- ered last year. Members of Congress received clas- sified briefings about that breach in September, but there was no mention of security clearance infor- mation being exposed. The OPM had no imme- diate comment Friday. Nearly all of the mil- lions of security clearance holders, including CIA, Na- tional Security Agency and military special operations personnel, are potentially exposed in the security clearance breach, the of- ficials said. More than 2.9 million people had been investigated for a secu- rity clearance as of Octo- ber 2014, according to gov- ernment records. In the hack of stan- dard personnel records announced last week, two people briefed on the in- vestigation disclosed Fri- day that as many as 14 million current and for- mer civilian U.S. govern- ment employees have had their information exposed to hackers, a far higher fig- ure than the 4 million the Obama administration ini- tially disclosed.
