Baer, 14, is the daughter of Mi- chael and Pamela Baer. She is a freshman at West Valley High School. First runner up went to Or- land High School freshman Tessa Flournoy, 15, of Orland. She is the daughter of Wade and Tina Flournoy. Evergreen Middle School fifth-grader Naomi Bey, 10, was crowned the second runner-up. She is the daughter of Julie and Thomas Bey of Cottonwood. There was also a stick horse race held with Brody Stokes win- ning the 1- to 3-year-old bracket and Abigail O'Reilly winning the 4- to 5-year-old bracket. Principal Paul Weber, as master of ceremonies, wel- comed the audience and an- nounced that the class of 2015 was the 130th in the school's history. Lincoln Snyder, executive di- rector of Catholic Schools for the Diocese of Sacramento, gave the opening invocation followed by a speech from Sam Nguyen. "Good evening," Nguyen said. "The first thing I would like to say is congratulations to my fellow seniors. We did it. For some, you have waited for this a long time. For an ex- change student from Vietnam, graduating from an American high school was a dream. I have had the greatest experi- ences here from the retreats where we got to know each other to being taught to play guitar and piano." Nguyen said he was amazed at Mercy and how a small school made a student who had come from so far away fall in love with his host country. "I have loved every sin- gle moment," Nguyen said. "I don't believe in luck, but Mercy made me feel like the luckiest kid on earth." Nguyen encouraged his fel- low graduates to take the time to celebrate not just what they had accomplished, but those who had helped to shape them into who they are and get them to graduation. Gabriel Sartori and Victoria Johnson were selected as sa- lutatorians for having above a 4.0 GPA. Sartori gave the sec- ond speech of the night. Wil- liam Gentry was selected as valedictorian. Sartori plans to attend Cal Poly San Luis Obispo to study computer engineering. John- son will be attending Univer- sity of California, Berkeley to study mathematics. Kyle Sanders appears likely to be- come the city's next chief of po- lice. The City Council on Tuesday is scheduled to take on a recommen- dation from city staff to appoint the 18-year Police Department veteran to the position of police chief, according to the City Coun- cil's agenda. Sanders has been serving in the role of acting police chief since early March, when prior Police Chief Paul Nanfito was placed on administrative leave amid a city investigation into his conduct. Nanfito, who served in the role of police chief beginning in 2009, subsequently retired on May 15. Sanders graduated from Red Bluff High School in 1991, earned a bachelor's degree in organiza- tional leadership from Simpson University and holds a master's in criminal justice from Ameri- can Military University, accord- ing to his resume. Sanders joined the Police De- partment in 1996 as a patrol offi- cer, working his way up the ranks to his current position as captain and commander of the Police De- partment's operations division. If appointed, Sanders would receive an an- nual salary of $114,383.44, which is $2,000 more than what the prior police chief earned, according to city staff. The proposed increase is recom- mended because Sanders holds a master's degree, and it would not affect the city's General Fund as the proposed salary falls within already budgeted amounts, ac- cording to city staff. In a message from Sanders posted on the Police Department's website, he said, "It is our desire to work with our citizenry to de- crease the impacts of crime and to continually improve our com- munity," adding, "In these chal- lenging times it is more impor- tant than ever for our officers and citizenry to build trust and rap- port that can lead to a safer and better Red Bluff."
