At least 13 people were killed, author- ities said. In Texas, 12 people were reported missing in flash flooding from a line of storms that stretched from the Gulf of Mexico to the Great Lakes. The baby was also miss- ing after the twister that hit Ciudad Acuna, a city of 125,000 across from Del Rio, Texas, sent its in- fant carrier flying. Res- cue workers began dig- ging through the rubble of damaged homes in a race to find victims. The twister hit a seven- block area, which Victor Zamora, interior secretary of the northern state of Co- ahuila, described as "dev- astated." Hundreds of people were being treated at lo- cal hospitals, authori- ties said, and as many as 800 homes had been de- stroyed, with thousands more damaged. "There's nothing stand- ing, not walls, not roofs," said Edgar Gonzalez, a spokesman for the city gov- ernment, describing some of the destroyed homes in a 1 square mile stretch. By midday, 13 bodies had been recovered — 10 adults and three infants. The twister struck not long after daybreak, around the time buses were preparing to take children to school, Zamora said. In the U.S., the weather system dumped record rainfall on parts of the Plains and Midwest, spawning tornadoes and causing major flooding that forced at least 2,000 Tex- ans from their homes. A va- cation house in Texas was swept away by a rain-swol- len river. The storms were blamed for three deaths Saturday and Sunday, including two in Oklahoma and one in Texas. Biden's call came in the wake of harsh criticism from Iraqi and Iranian quarters after Carter ques- tioned Iraqi forces' "will to fight" the surging Islamic State group. A White House state- ment on Sunday describ- ing Biden's call said the vice president welcomed an Iraqi decision to mobi- lize additional troops and "prepare for counter-at- tack operations." Biden also pledged full U.S. support to "these and other Iraqi ef- forts to liberate territory from ISIL," the statement said, using an acronym for Islamic State. In reaction to Carter's remarks, which were aired Sunday in a CNN inter- view, a spokesman for Iraq's prime minister suggested the defense secretary had "incorrect information," while Gen. Qassim Solei- mani, the head of the elite Quds forces in Iran's Revo- lutionary Guard, offered his own critical assessment of U.S. forces. The heated exchanges came after the loss of Ra- madi, and amid other gains by the IS in recent days.
