ByEricTucker TheAssociatedPress WASHINGTON Thecityof Cleveland has reached a settlement with the U.S. Justice Department over a pattern of excessive force and civil rights violations by the police department, a senior federal law en- forcement official said Monday. The official was not au- thorized to speak publicly of the settlement ahead of the official announce- ment, expected this week, and spoke on condition of anonymity. News of the settlement comes two days after a white police officer was acquitted of manslaugh- ter for firing the final 15 rounds of a 137-shot po- lice barrage through the windshield of a car car- rying two black, unarmed suspects in 2012. The suspects' backfir- ing vehicle had been mis- taken for a gunshot, lead- ing to a high-speed chase involving 62 police cruis- ers. Once the suspects were cornered, 13 officers fired at the car. The chase prompted an 18-month Justice Depart- ment investigation. In a report released in Decem- ber, the department re- quired the city to work with community leaders and other officials to de- vise a plan to reform the police department, which a judge must approve and an independent monitor will oversee. Justice Department spokeswoman Dena Iver- son did not return mes- sages seeking comment. Messages to a Cleveland city spokesman and the police department seek- ing comment weren't im- mediately returned. The specifics of the set- tlement, first reported by The New York Times, were not available Mon- day. The Justice Depart- ment's report spared no one in the police chain of command. The worst ex- amples of excessive force involved patrol officers who endangered lives by shooting at suspects and cars, hit people over the head with guns and used stun guns on handcuffed suspects. Supervisors and police higher-ups received some of the report's most sear- ing criticism. The Jus- tice Department said of- ficers were poorly trained and some didn't know how to implement use-of- force policies. The report also said officers are ill- equipped. Mobile computers that are supposed to be in pa- trol cars often don't work and, even when they do, of- ficers don't have access to essential department da- tabases, according to the report. The agency said super- visors encouraged some of the bad behavior and often did little to investigate it. President Barack Obama on Monday saluted Americans who died in battle, saying the country must "never stop trying to fully repay them" for their sacrifices. He noted it was the first Memo- rial Day in 14 years without U.S. forces engaged in a ma- jor ground war. Speaking under sunny skies to some 5,000 peo- ple in an amphitheater on the hallowed grounds of Ar- lington National Cemetery, Obama said the graveyard is "more than a final rest- ing place of heroes." "It is a reflection of America itself," he said, cit- ing racial and religious di- versity in the backgrounds of the men and woman who paid the ultimate sacrifice to preserve "the ideals that bind us as one nation." His appearance is an annual rite for presidents at the cemetery nestled among verdant hills over- looking the Potomac River. It came months after the end of the U.S. combat mis- sion in Afghanistan, where the number of stationed troops has been reduced to about 10,000 from a peak of more than 100,000. His tribute also took place against a backdrop of the increasingly complex U.S.-led effort to help Iraq defeat the Islamic State ex- tremist group, which has been gaining momentum in recent weeks by captur- ing Ramadi there and tak- ing Palmyra in neighboring Syria. Obama made no men- tion of America's partici- pation with other nations in the effort to stop the Is- lamic State. His effort there has come under intensify- ing criticism since the fall of Ramadi with lawmakers calling for a bigger show of American force there, in- cluding ground troops. In his remarks at Ar- lington National Cemetery, Obama said most of the re- maining troops should be removed from Afghanistan by the end of 2016. He recognized the more than 2,200 "patriots" who sacrificed themselves in Af- ghanistan, including the fi- nal two to be killed before the U.S. combat mission ended late last year. He also recognized the first Ameri- can killed during the "new mission" to train Afghan forces, an Army medic who died in April. Earlier, troops stationed in that war-wracked coun- try observed a moment of silence in honor of fallen comrades there. The Arlington obser- vance was among a host of Memorial Day events na- tionwide featuring parades, picnics and tributes.
