The proposed action has been developed in cooperation with the willing landowners and in- volves improving anadromous passage conditions while ad- dressing the water needs of the landowners and the Los Molinos Mutual Water Company, the owners of the infrastructure. The proposed action will im- prove fish passage to upstream spawning, rearing and holding stream habitat by replacing the existing fish ladders, and will improve fish passage down- stream of the project site through fish screen and bypass pipe upgrades. The project is being funded by the USFWS through the Anadromous Fish Restoration Program. The Cen- tral Valley Water Board is the lead agency for the project un- der the California Environmental Quality Act (CEQA). The USFWS is the lead agency for the proj- ect under the National Environ- mental Policy Act (NEPA).
