"We had a special closed ses- sion on Monday and details are to be worked out, but I have been given permission to de- velop a contract," Chief Admin- istrator Bill Goodwin said. "We wanted to let the De- partment of Social Services and the public know what is happening. We wanted the de- partment to know this is the direction the board seems to be moving in at this time." The department has been under the direction of Chris- tine Applegate, who has served as interim director, but for per- sonal reasons has had to step down from the position prior to the selection of a new director, Goodwin said. Negotiations are underway with Sharp, who serves as the program manager for the Te- hama County Community Ac- tion Agency, and it is hoped to have things in place for her to take the new position as of June 1, Goodwin said. In the meantime, long-time Social Services employee Te- resa Curiel has stepped in to fill the interim director po- sition until June 1, Goodwin said. "That's an honor," Spangler said. "I don't know what to say. I'm floored. It's an incredible honor coming from our veter- ans, but it's a team effort here." Fire Chief Ray Barber, who put Spangler up for nomina- tion, and several members of Red Bluff's American Legion Mt. Lassen Post 167 were on hand to spring the news on Spangler, who was told he would be giv- ing a tour of the fire station to a group of residents before he was surprised with the news. "This is quite an honor for us too," said Jessie Neff, American Legion member and former post commander. "Usually Northern California is overlooked so the whole post and the entire dis- trict is overwhelmed." Spangler, who was chosen out of a field of 160 candidates state- wide, will be honored at a dinner sometime in June at a date and place to be determined, said Post Commander Clark Stillman. Spangler is the first represen- tative of the north state selected in 40 years, Neff said. Spangler started his career in the fire service as a volunteer and has been an active member of the firefighting community for about 20 years.
