Officers searched the vehi- Local dirt By TANG LOR DN Staff Writer Trucks carrying loads of excavated material from the Fish Passage Improvement Project at the Red Bluff Diversion Dam are finally rolling into the Tehama County Sanitary Landfill. Before the project started, local officials had braced for the extra tonnage they expected would end up at the landfill but the material never made it there. Instead, contractors dis- posed of most of the material at the Anderson Landfill, a Class 2 land- fill that can accept more hazardous materials. It was not until early December that Green Waste of Tehama worked out an agree- ment with contractor Pacific States Environ- mental and the material started being accepted at the local landfill. The landfill has received about 1,985 tons of material just after one week into accepting the material, landfill manager Kristi- na Miller said. The con- taminated Class 3 mate- rial is not approved to be used for other pur- poses and will sit at the landfill. Contractors pay Green Waste a tipping fee to dump the dirt at the landfill. Green Waste then pays a fran- chise fee to the county, the city and the Tehama County Sanitary Land- fill Agency, which is the joint powers authority that oversees the land- fill. The county and Red Bluff each get $1.18 per ton in franchise fees. Lighting up the holiday season in Tehama County The landfill agency gets $5.53 per ton. City Manager Martin Nichols said it means extra revenue for the city's General Fund and comes at a good time. Annual franchise fee revenues have been on the decline, falling to about $10,000 annual, as materials are being diverted from the land- fill. "This is mostly good news for us because we'll get some franchise fees from it, which will really help ours and the JPA's, mostly the JPA's, bottom line," Nichols said. Drugs were recovered at the scene and marked for destruc- See ARRESTS, page 7A Escaped inmate back in custody By JULIE ZEEB DN Staff Writer An escaped inmate from the Ishi Conservation Camp was captured Tuesday evening by California Correc- tional Center's Investigative Services Unit and Crisis Response Team. Arthur Julian Turner, 31, who was listed as being a former resident of Oklahoma City, Okla. in Tehama County booking sheets, was found near the camp at 7:35 p.m., said CCC Public Information Officer Mar- garet Pieper. The search included local law enforce- ment with assistance from the California Highway Patrol, which provided a helicopter to search the area for at least an hour following Turner's escape. See INMATE, page 7A Man arrested after robbery attempt By JULIE ZEEB DN Staff Writer CORNING — A tran- sient from the Red Bluff area was arrested Tuesday evening on Colusa Street after reportedly choking a man in an unsuccessful robbery attempt about 6:30 p.m. in the 1900 block of Solano Street. David Lee Arnette, Jr., 29, first approached the three victims to ask where a bus stop was, a Corning Police release said. After receiving direc- tions, he left, only to return and ask David Hickman, 31, Theresa Dickey, 43, and Sara Puc- cetti, 22, if they had a cig- arette. When Arnette was told no he walked across the street before returning, coming up behind Hick- man and putting a choke- hold on him, the release said. While holding Hick- man in a chokehold, Arnette demanded money, saying he was going to choke Hickman to death if he didn't give Arnette all his money, while pulling Hickman down into the street. Hickman was able to break away from Arnette's hold, pushing him away. Three arrested on drug charges after traffic stop By ANDREA WAGNER DN Staff Writer Three Red Bluff men were arrested on drug- related charges during a traffic stop early Wednes- day in Gerber. Sheriff's deputies pulled over a white 1991 Chrysler New Yorker on San Benito Avenue south of Gerber Road just before 1 a.m., according to a sheriff's press release. Three men and one woman inside the vehicle were questioned and one man, Guy Leo Tedrick, 43, had an outstanding warrant for his arrest. Deputies searched Tedrick and the vehicle and found .5 grams of methamphetamine between the driver's and passenger seat and three hydrocodone pills in Tedrick's pocket, the release said. Tedrick was arrested on charges of possession of a controlled substance, transportation of a con- trolled substance, posses- sion of a narcotic, drug trafficking and driving on a suspended license.
