A lot of them come by after work and sign up Friday night." "This is a new concept of a statewide community facilities district," said Tehama County Chief Administrator Bill Good- win. "We're asking to put our name forward to be included in this statewide district and on- going PACE program. We would bring the agreements to a future meeting so that citizens can apply for a loan through the program." The Property Assessed Clean Energy Program, or PACE, is vol- untary but provides citizens with a different avenue for financing energy efficiency and water con- servation projects through the Golden State Finance Authority Community Facilities District, Goodwin said. SUPERVISORS Tehama County moves toward renewable projects By Andre Byik abyik@redbluffdailynews.com @andrebyik on Twitter RED BLUFF The city of Red Bluff will pay Red Bluff Police Chief Paul Nanfito more than $80,000 in ac- crued paid time off upon his retire- ment in May. The City Council at its regu- lar meeting April 21 approved a supplemental appropriation of $84,690 from the city's general fund to cover the payout. Nanfito has been a full-time of- ficer with the Red Bluff Police De- partment for more than 28 years, and he has announced he will re- tire May 15. Nanfito was placed on paid ad- ministrative leave in March amid a city investigation into allega- tions made by local law enforce- ment groups that he is to blame for a high turnover rate and poor mo- rale at the Police Department. He announced his retirement April 1. Nanfito will remain on leave until his retirement, City Man- ager Richard Crabtree has previ- ously said. "Before about three years ago, the city had something called 'composite leave,' which was a combination of sick leave and va- cation leave," Crabtree told the City Council on April 21. "Unfor- tunately, we didn't have effective caps on the accumulation, or ac- crual, of composite leave." In 2012, the city's agreements with its bargaining groups elim- inated composite leave going for- ward, Crabtree said. The system was replaced with a more tradi- tional vacation and sick leave pol- icy. The city, however, still owes em- ployees their accrued composite leave, and it budgeted $60,000 in the 2014-2015 fiscal year to cover leave payouts from the Police De- partment. "This year we had more than anticipated employees leave the Police Department," Crabtree said. "The Police Department's fund for comp leave has been exhausted." Three employees have left the Police Department in the city's 2014-2015 fiscal year, which be- gan last July 1. "Chief Nanfito recently an- nounced his retirement, and he's been an employee for a very long time and has accrued a significant amount of composite leave," Crab- tree said. The inaugural X-Ryderz-1 Ex- treme FMX competition sched- uled for June 5 and 6 at the fair- grounds, organizers say, also will benefit the Red Bluff Youth Soccer League. Joe Froome, the event's or- ganizer, said $2 of every ticket sold for the competition's June 5 performance will directly go toward the youth league. Professional freestyle moto- cross riders from Redding on Tuesday gave a small taste of what to expect in June, landing back flips and performing tricks at the soccer fields at Baker Road and Park Avenue here. Froome, who's also behind the annual West Cost Monster Truck Nationals held at the fairgrounds in October, said, "We were able to get a bunch of great sponsors and make this event about youth sports in Te- hama County." The fundraising opportunity, organizers say, was made pos- sible by a co-sponsorship with the Red Bluff-Tehama County Chamber of Commerce, Amer- ican Ink Screen Printing, Te- hama Tire and Cumpton Truck- ing. Organizers say more than 1,300 kids are annually involved in youth soccer in Red Bluff, and that a check will be presented to the group during the last in- termission of the Friday perfor- mance. Stephen Bronze, president of the Red Bluff Youth Soccer League, said the check could bring thousands to the organi- zation. The money, Bronze said, could help bring lights to the soccer fields, improve fields and equip- ment, and get additional chil- dren into the sport who other- wise couldn't afford to play. The freestyle competition has been billed as a premier moto- cross event that will feature top talent from across the nation. Nick Dunne, a 28-year-old freestyle motocross pro from Redding who delighted onlook- ers from the air Tuesday, said "a lot of heavy hitters are coming to ride."
