Sanders presented the Police Department's an- nual crime report to council members for the 2014 year. According to the report, 14 rapes were reported last year compared nine in 2013. Sanders said a change to the FBI's standard of what constitutes the crime of rape contributed to at least two of those 14 incidents. "So, had we used the same definition of last year, this number would have been more like 12," he said. "Still an increase, and not positive, but that's at least a partial explanation of why's there's a slight increase there." Robberies increased about 32 percent com- pared to the previous year, from 19 to 25, and motor vehicle thefts jumped 22 percent, from 77 in 2013 to 94 in 2014, according to the report. Motor vehicle thefts have increased year after year since 2011, when 25 thefts were reported, ac- cording to the report. Sanders said the implementation of AB 109, or inmate realignment, which was fully imple- mented in 2012, may be a partial reason for the yearly increases. "That's when we started seeing the jumps," he said. Nearly 10,000 acres in Tehama and Shasta counties near the town of Manton have officially been designated as an American Viticultural Area (AVA) by the U.S. Alcohol and Tobacco Tax and Trade Bureau, according to a recent press release issued by the Manton Valley Winegrow- ers Association. The AVA designation means the area's "grapes are special, exhibiting unique characteristics due to Manton Valley's soils, geographic location and climate," according to the release. The new hearing will be held at 11 a.m. on May 19. Prior to the date change, Red Bluff resident June Cooper said she was there to speak for the residents around the landfill who no longer bothered to show up to meetings because what they say is not heard. "It all started out as a small bath- room and a place to see the dump, but now it's a Taj Mahal," Cooper said. "They don't understand that it's a big deal to the people out there who have received nothing but trouble. They promised better reception because of the hill but nothing's been done." Tom Moller, another area resident, said the landfill is a necessary evil, but that he doesn't agree with it being where it is or the new project, which includes a new office space for workers. Moore and Miller addressed con- cerns that the rezone could lead to an expansion in the landfill area itself. The landfill industry is one of the most heavily regulated in California and it's at least a 5- to 10-year process to permit any expansions of the land- fill itself, Moore said. There is also the 300-foot buffer zone between the land- fill and any housing. The Nor-Cal Antique Tractor & Engine Club is gearing up for this year's Spring Gas-up Show, scheduled to start Friday at the Tehama District Fairground. The show opens at noon Friday and runs until 5 p.m., beginning again at 8 a.m. Saturday until 4 p.m. The show will conclude 8 a.m. to noon on Sunday. Tractor pulls are sched- uled for 10 a.m. and 1 p.m. on Saturday and the pa- rade of tractors will take place Saturday afternoon. There will be a large display of antique tractors and engines, many in op- eration, all weekend long. This event is fun for all ages and free to attend.
