Sayingthe military needs to do more to compete with corpo- rate America for quality recruits, Defense Secre- tary Ash Carter opened the door Monday to relax- ing some enlistment stan- dards — particularly for high-tech or cybersecu- rity jobs. Speaking to students at his former suburban Philadelphia high school, Carter said the military could ease age require- ments and bring in older people who are mid-ca- reer, or provide student loan repayments to at- tract students who have finished college. There are few details so far, but Carter said the military needs to be more flexible in order to recruit and retain quality people. The idea, largely in line with the civilian approach to recruitment, upends the military's more rigid mindset, which puts a high value on certain stan- dards. It reignites a per- sistent debate about how the services approve waiv- ers for recruits who have committed lesser crimes, behaved badly, are older than current regulations allow or have other phys- ical issues that prevent them from joining the mil- itary. Carter sees recruitment and retention as major challenges to a military coming out of two wars and facing turmoil around the world. At Fort Drum, New York, Carter told 10th Mountain Division sol- diers that he knows they have many choices as they consider future jobs. "Are we able to compete, are we able to keep up?" he asked the division soldiers, some of whom are prepar- ing to deploy to southern Afghanistan. He also an- nounced for the first time that some of division sol- diers will deploy to Iraq later this summer. About 1,250 will go. With Tuesday's target date for a framework ac- cord just hours away, the top diplomats from the five permanent members of the U.N. Security Coun- cil and Germany were meeting with Iran to try to bridge remaining gaps and hammer out an under- standing that would serve as the basis for a final ac- cord to be reached by the end of June. "We are working late into the night and obvi- ously into tomorrow," said U.S. Secretary of State John Kerry, who has been meet- ing with his Iranian coun- terpart Mohammad Javad Zarif in Lausanne since Thursday in an intense ef- fort to reach a political un- derstanding on terms that would curb Iran's nuclear activities in exchange for sanctions relief. "There is a little more light there today, but there are still some tricky is- sues," Kerry said. "Every- one knows the meaning of tomorrow." Kerry and others at the table said the sides have made some progress, with Iran considering demands for further cuts to its ura- nium enrichment program but pushing back on how long it must limit technol- ogy it could use to make atomic arms. In addition to sticking points on research and development, differ- ences remain on the tim- ing and scope of sanctions removal, the officials said. German Foreign Min- ister Frank-Walter Stein- meier said Iran's expecta- tions from the talks are "very ambitious" and not yet acceptable to his coun- try or the other five nego- tiating: the U.S., Britain, China, France and Russia. "We will not allow a bad deal," he said. "We will only arrive at a document that is ready to sign if it ... excludes Iran getting access to nu- clear weapons. We have not yet cleared this up." In particular, Steinmeier said the question of limits on research and develop- ment that Iran would be al- lowed to continue was prob- lematic. Other officials said the is- sue of the scope and timing of sanctions relief was also a major sticking point. In a tweet, Gerard Araud, the French ambassador to the United States, said that "very substantial problems remain to be solved." In a sign that the talks would go down to the wire on Tuesday, Russian For- eign Minister Sergey Lav- rov left, just a day after ar- riving, to return to Moscow. His spokeswoman said he would will return to Lau- sanne on Tuesday only if there was a realistic chance for a deal.
