The loan offer, which is to be paid back to the county over a 10- year period at an interest rate of 2 percent, was previously approved by the Tehama District Fair Board of Directors on March 17. "We're looking at this as an in- vestment of the county's funds rather than a real expenditure of county funds," said Bill Goodwin, the county's chief administrator, during the Board of Supervisors meeting. "Because the plan is that those dollars will be recouped over the term of the loan." The 30th DAA — along with other state fairs that had entered agreements to receive solar-en- ergy systems — was named as a defendant in a 2011 lawsuit brought by PNC Equipment Fi- nance that claimed the fair had failed to pay user fees on the func- tioning photovoltaic system to the bank. The loan agreement, accord- ing to a county staff report, "allows the (30th DAA) to ob- tain a clear title of the photo- voltaic equipment and resolve an ongoing dispute as to title and ownership rights to the equipment." Linda Durrer, president of the Tehama District Fair board, told supervisors Tuesday that in 2006 the fair had entered into an agree- ment for the roughly $600,000 so- lar-energy system. The Board of Supervisors ap- proved a lease agreement Tuesday that will see both departments relocated to 955 Main St., Ste. C, in the existing Bank of America building in Red Bluff. The move is temporary for both departments for a minimum of 18 months. Tehama County Chief Ad- ministrator Bill Goodwin said when the Tehama County Su- perior Courthouse moves to its new building on Walnut Street, the county is planning to move both the Veterans Services and the Law Library to the historic courthouse. Goodwin said both will benefit from the added space and visibil- ity of the new location. The county is leasing 3,031 square feet in office space that in- cludes a front reception area and two large offices to serve as a Vet- erans Service Officer's office and conference room. There is a large room that will accommodate the law library's inventory of books with an adjacent office for over- flow. Th e su it e in cl ud es a k it ch en area and bathroom to be shared. The county will lease the space for $2,550 per month through the end of the year and for $3,000 per month for the remainder of the agreement. Goodwin said the county will also pay for around $2,000 in im- provements to make the build- ings usable for their intended purposes. An expansion of the Environ- mental Health department is dis- placing the Law Library from its location in the basement of the ex- isting courthouse. The Law Library provides free access to legal information to Te- hama County residents, as re- quired by state law. Veterans Services was seeking more space with the anticipation of additional staff in the coming year. It has been housed inside the Tehama County Facilities Main- tenance building on Washington Street. It provides information and claim assistance for veterans and their eligible dependents. Ferraro doesn't have a lot of public speaking experience. He's 5. Still the transitional kinder- garten student at Bidwell Ele- mentary School spent a recent weekend manning a lemonade stand to raise money for the li- brary to use to purchase new children's books. Ferrero raised $67. His mother, Samantha Fer- rero, said Wyatt got the idea af- ter watching a Leap Frog video about counting and math. In "Counting on Lemonade," Tad, Lily and Leap try to raise money to buy new books for their own library by hosting a lemonade stand. Wyatt took the idea an ran with it, even squeezing the Meyer lemons himself to make the drink. "I posted his lemonade stand on Red Bluff Needs Facebook page and the community really rallied to support him," Saman- tha said. Samantha said Wyatt has al- ways been kind-hearted and thoughtful. She said she has al- ways been a strong proponent of early literacy and tries to take her son to the library a few times a month. "I didn't realize something so small was going to turn into something so big," she said of the attention Wyatt has re- ceived. Acting Librarian Sally Ain- sworth said she asked Wyatt what types of books he wanted the library to purchase with the money he donated. Wyatt chose books about animals. "I never get them 'cause I can never find them," Wyatt said. Not anymore. Now, there's a whole set of books for anyone to find and inside each there is a plate that reads "Purchased with funds raised through Wyatt Ferrero and his lemonade stand." During the event, held March 27 and 28, the cen- ter will reduce the price for all cats and kittens to $20 each. In addition to reduced prices, all adopt- ers will receive a gift bag and a free bag of cat food to get the cats started in their new homes, courtesy of PETS — Providing Es- sentials for Tehama Shel- ter. Felines ready for adop- tion are current on all vaccinations and have been tested for feline leu- kemia. In addition, all spay or neuter and rabies vaccination fees for cats adopted will be paid for by PETS.
