O'Neill, 42, was reportedly walking south on SR 99E near the northbound lane with his wife and small child about 4:20 p.m. when, for an unknown reason, he entered the northbound lane and was struck by a Toyota Corolla, said Lt. Yvette Borden of the Te- hama County Sheriff's Office. O'Neill was pronounced dead at the scene. In the moments before the crash, the driver of a northbound semi- truck reported that he thought the pedestrians had been arguing, and that O'Neill was getting too close to theroadway,causingthesemi-truck driver to veer away, Borden said. It was unclear if O'Neill had purposefully walked into the roadway before being struck by the Corolla, which was trailing the semi-truck, Borden said. No arrests were made. The authorities responded to a report of a plane crash about 4:34 p.m., Red Bluff Fire Chief Ray Barber said. Four people were on board the Piper PA-30 fixed wing multi- engine aircraft, and one person was transported to St. Elizabeth Community Hospital with non life-threatening injuries, Bar- ber said. The plane was said to be land- ing at the airport, but the cause of the crash was under investi- gation. The names of those on board were not immediately available. The plane is registered to own- ers in Red Bluff. The airport was open about 5:30 p.m. Nothing further was immedi- ately available. By Andre Byik abyik@redbluffdailynews.com @andrebyik on Twitter RED BLUFF The county of Te- hama has offered a $165,000 loan to the 30th District Agricul- tural Association to pay off a solar power system at the fairgrounds. The Tehama District Fair Board of Directors on Tuesday ap- proved a memorandum of under- standing with the county for the loan, which is to be paid back to the county over 10 years at an in- terest rate of 2 percent. The loan would appear to re- solve litigation regarding the fair's photovoltaic system. The Tehama District Fair, along with other state fairs and state agen- cies, was sued by a bank in 2012 over failing to pay on a loan used to purchase the solar system. The Tehama County Board of Supervisors has yet to approve the agreement, but the board will likely take on the issue at its next regular meeting Tuesday. The funds to pay off the func- tioning photovoltaic system at the fairgrounds had been an as- pect of a previously proposed Joint Exercise of Powers Agree- ment between the county and the 30th DAA. The proposed joint powers authority, which had been approved by the Board of Supervisors in 2013, would have released the 30th DAA from state control. The state, however, needed to sign off on the plan, but it had yet to make a decision by Feb- ruary, when the proposal was abandoned by both the county and 30th DAA. "We've had this hanging over our heads — the photovoltaic (litigation) — and even though we're not entering into a JPA with the county, they've been gracious enough to offer us a loan," said Linda Durrer, pres- ident of the fair board. Durrer added that the contin- ued support of the county "is what is helping to keep this fair alive." According to a county staff re- port in February, the fair's pho- tovoltaic system "represents an improvement to the County- owned Fairgrounds property, and consequently remains of in- terest to the County."
