ByLynnBerry The Associated Press MOSCOW Russiatightened its control Wednesday over a second breakaway region of Georgia, with Russian President Vladimir Putin and the leader of South Os- setia signing a new treaty that calls for nearly full in- tegration. Georgian President Giorgi Margvelashvili de- nounced the signing as a "destructive" move against his nation's sovereignty and territorial integrity and said it would further exac- erbate tensions. The United States, the European Union and NATO also strongly condemned the signing. South Ossetia broke away from Georgia in the early 1990s as the Soviet Union collapsed. Russia effectively gained complete control over it and a second break- away Georgian region, Ab- khazia, after a brief war against Georgia in 2008. A similar treaty was signed last year with Ab- khazia. Both regions de- pend on subsidies from Russia. While Abkhazia is a lush sliver of land along the Black Sea coast, South Ossetia sticks like a thumb into northern Georgia. Under the agreement signed Wednesday in the Kremlin, South Ossetia's military and economy are to be incorporated into Russia's. The treaty also promises to make it easier for South Ossetians to get Russian citizenship and to raise salaries for civil ser- vants and state pensions. U.S. State Department spokeswoman Jen Psaki said Washington doesn't recognize the legitimacy of the agreement. "The regions of South Ossetia and Abkhazia are integral parts of Georgia and we continue to sup- port Georgia's indepen- dence, sovereignty and ter- ritorial integrity," she said in a statement. NATO Secretary Gen- eral Jens Stoltenberg said the Russian move "blatantly contradicts the principles of international law, OSCE principles and Russia's in- ternational commitments." The Georgian Foreign Ministry called Wednesday's ceremony an "intentional provocation," since it coin- cided with the latest round of talks in Geneva aimed at finding a diplomatic solution to the dispute. Wednesday also was the one-year anniversary of Russia's annexation of Crimea from Ukraine, em- phasizing Russia's expan- sion of its territory on the Black Sea. By Lorne Cook The Associated Press BRUSSELS The Euro- pean Union is looking to step up the deportation of migrants as part of a drive to counter the impression that asylum-seekers will enjoy a good life once they make it to Europe. An internal EU doc- ument on action to deal with the migrant influx, obtained by The Associ- ated Press Wednesday, urges member countries to "take action to curb the level of expectation" of would-be asylum seekers. "The swift return of migrants could serve as an example to counter the vain promise that mi- grants will see an imme- diate improvement in their lives," said the EU presi- dency text, obtained ahead of a two-day summit of EU leaders starting Thursday. More than 276,000 mi- grants entered the EU ille- gally last year, many fleeing poverty or conflict. Strife- torn Libya is the main jumping off point for people headed to Europe, and gov- ernments are increasingly concerned that extremists are also making the Med- iterranean crossing hidden in refugee boats. Also on the summit agenda Friday is the EU's action to support the U.N. mediation process in Libya to encourage the forma- tion of a government of national unity and bring some measures of stabil- ity there. The subject of enforced migrant returns has been highly controversial in Europe. In 2009, refugee groups protested against joint flights organized by Britain and France to send migrants back to Af- ghanistan. But European border agencies have been widely criticized for failing to cope with the migrant in- flux, and the EU has begun to look at options abroad like sending immigration officials to embassies to pre-screen people in the countries they leave or transit. The new measures are yet more evidence of the EU's desire to shift the onus for illegal immigra- tion more onto countries in Africa, notably Libya's neighbors. The document said that "more efforts are needed with regard to certain transit countries", includ- ing Turkey, Egypt and Tu- nisia. Italy, which has borne the brunt of the migrant wave, urged its EU part- ners last week to set up mi- grant reception centers in northern Africa as efforts to beef up the Frontex bor- ders agency falter.
