Anthony Huerta sustained fatal injuries after he was par- tially ejected from the 2005 Ford he was driving around 7:30 p.m., according to the CHP. Huerta was driving east- bound on Plymire Road, east of Mendenhall at an unknown speed when he slowed down to turn, according to the CHP. Behind him a 17-year-old Red Bluff boy was driving a 1994 Dodge. According to the report, due to the boy's level of intoxi- cation he failed to slow down in time and struck Huerta's Ford, causing both vehicles to overturn. Aubrey Rodriguez, 20, Red Bluff, was a passenger in the Dodge and was taken to Mercy Medical Center in Redding for injuries as a result of the col- lision. The Public Works Depart- ment here intends to repro- gram the traffic lights at the in- tersection of Walnut and Jack- son streets back to a four-way flashing red stop signal. According to a staff report prepared by Public Works Di- rector Bruce Henz that the City Council will hear Tuesday, the move should improve traffic flow in the area near the Dol- lar General market. The traffic lights provide four-way "red, yellow, green traffic controls with additional timing delays that allow left turning movements," accord- ing to the staff report. The traffic lights had been reprogrammed to a four-way flashing red operation for an extended period of time follow- ing a traffic accident that dam- aged a signal pole and mast arm extension, according to the report. "The traffic functions within the intersection and the delays typically experienced by traf- fic heading in all directions re- mained operationally accept- able; and actually appeared to improve," according to the re- port. Henz could not be reached for comment Thursday, but at the City Council's meeting on Jan. 6 he said the city was re- viewing its options for the traf- fic signal. He said he'd heard "half peo- ple who like it one way and half the other." Council member Rob Schmid showed support for reverting the traffic signal during the meeting, saying traffic flowed better at the intersection as a four-way stop. "At this point it certainly does," Henz said. According to the staff re- port, the city has the option to "reprogram back to nor- mal signal operation in the future." It was unclear exactly when the traffic lights would be re- programmed.
