The rain will freeze on colder surfaces from the interior part of the Carolinas to central Virginia with snow on the northern fringe for a time in northern Virginia to northern Dela- ware. Rain is also forecast to affect South Texas. Much of the balance of the nation is projected to be free of snow, ice and rain. Flight 2116 safely re- turned to Los Angeles In- ternational Airport after circling off the Southern California coast for about an hour to burn fuel. There were no reports of injuries among the 152 people on board. Comments from the pi- lots to air traffic controllers indicated they were strug- gling to keep the aircraft flying on a straight line. Within minutes of take- off, the crew calmly de- clared an emergency and an unidentified person in the cockpit explained, "we got a yaw problem, and we're having a little trouble con- trolling the airplane," ac- cording to recording on LiveATC.net, an indepen- dent website that monitors and posts communications between pilots and air traf- fic controllers. Yaw refers to the left-to-right movement of an aircraft's nose, and controlling it is important to avoid not just the feel- ing of slipping or sliding but also a more dangerous problem called a Dutch roll — an exaggerated tail-wag- ging, rocking motion that can lead to a total loss of control. Pilots said that it's not unusual for a crew to declare an emergency and cut short a flight, but the Delta pilot's comment that he didn't have full com- mand of the plane made Tuesday's incident more se- rious. "Any time you have a flight-control problem in a commercial airplane, it's an emergency," said John Nance, a former military and airline pilot. The plane took off at 8:39 a.m., and the track- ing website FlightAware showed it looping over the Pacific Ocean before return- ing. During that period, the crew told air traffic control- lers they wanted time to speak with Delta officials. "If it was a super emer- gency, he wouldn't burn down fuel. He'd just come down and bang it on the ground," said Michael Barr, a former pilot and aviation safety instructor at the Uni- versity of Southern Califor- nia. The Bay Area Air Qual- ity Management District is- sued its 11th-straight "Spare the Air" warning on Mon- day, forbidding most indoor and outdoor wood burning. The declaration tied last year's record for the most consecutive days of warn- ings involving unhealthy levels of airborne partic- ulates. Pollution levels ex- ceeded the federal maxi- mum-allowable levels on three of those days, air- quality district spokes- woman Lisa Fasano said. "In the winter times, we get periods where we get an inversion layer that comes and hangs over the region and caps all the polluted air," Fasano said. She said 11 days is long but not unprec- edented for such inversions. Much of California experi- enced one of the wettest De- cembers in years, raising hopes that the three-year drought was easing. In January, however, a pattern of high-pressure ridges blocked more wet storms from moving in, said forecaster Drew Peter- son of the National Weather Service.
