Supervisor Candy Carlson was the lone no vote against the hire, saying the job search needed to be opened up for more candidates and that several of the listed job ECONOMY County hires job creation consultant By Andre Byik abyik@redbluffdailynews.com @andrebyik on Twitter REDBLUFF The Tehama County board of supervisors Tuesday formed an ad hoc committee to review long-standing agree- ments between the county and the city of Red Bluff regarding the Community and Senior Cen- ter here. The action came after the Red Bluff City Council on Jan. 6 re- jected a county request to split the roughly $47,000 purchase and installation cost of an air conditioning unit replaced at the community center in July. City Council members pointed to a 1995 agreement be- tween the city and county that states it is the county's respon- sibility to pay for major repairs at the community center, which has been described as a joint-use facility. The city owns the land the community center sits on, and the county owns the build- ing. The city also is tasked with managing the center. Bill Goodwin, the county's chief administrator, told the board of supervisors that re- viewing the agreements be- tween the county and city has been long overdue. "I think the recent action that happened at the city of Red Bluff really highlighted the fact that it needs to be updated," Good- win said. He said the committee would work to make the agreements fair to both the city and county. "We're not looking for a pro- county agreement, ultimately, or a pro-city agreement," Good- win said. "Just something that makes the facility very func- tional and workable. And again, that's fair to both parties." The city and county share op- eration costs for the community center. Per the 1995 agreement, both the city and county annu- ally contribute $30,000 each to- ward operating costs. The cen- ter, however, operates at a def- icit, and the city and county's share has been closer to $75,000 each in recent years. By Chip Thompson editor@redbluffdailynews.com @editorchip on Twitter RED BLUFF Three teens were ar- rested Monday as suspects in an assault Saturday on two boys in the 1700 block of Scottsdale Way. Jesse Juventino Ramirez, 18, and a 17-year-old whose name was withheld were arrested around 2 p.m. at an apartment complex on Southridge Drive. Eric Manuel Castillo, 18, was arrested around 7 p.m. in the 1500 block of Mon- roe Street. All three were booked on charges of felony assault with a deadly weapon and participa- tion in street gang activity. Red Bluff Police contacted nu- merous people Monday that led them to arrest the three suspects, according to a press release is- sued Tuesday morning. Two boys were hospitalized Sat- urday after a group of Hispanic youth reportedly approached a car on Scottsdale around 10 p.m. and tried to break out a window, ac- cording to an earlier press release. The group struck the car sev- eral times with baseball bats and broke one window. One of the sus- pects reached into the vehicle and cut one of the victims on the hand and lower back before the group attacked the other victim, the re- lease said. The second victim, who was found several feet away from the first victim, sustained serious in- juries to his head and face and was stabbed several times, the re- lease said. The first victim was taken to St. Elizabeth Community Hospi- tal by family members, treated for minor injuries and released. The second victim was flown to Mercy Medical Center in Redding for further treatment, but his con- dition was not released. The investigation into the inci- dent is continuing.
