Joseph Michael Cadotte, 26, is charged with voluntary man- slaughter, battery with serious bodily injury, assault by means likely to produce great bodily in- jury stemming from the death of Rogelio McDarment. Cadotte has pleaded not guilty. Red Bluff police responded about 5 p.m. Oct. 15 to the 700 block of South Jackson Street, where they found McDarment, who was 33, lying unresponsive on the ground. The open meeting portion of the meeting is scheduled to be- gin at 10 a.m. at the Board Cham- bers, 727 Oak St. in Red Bluff. The proposed ordinance is the result of the Prevention of Farm Animals Cruelty Act, which was passed by California voters as Proposition 2 in 2008. The law, which took effect Thursday, imposes criminal pen- alties for confining certain types of animals by preventing such animals from being able to turn around fully, lie down, stand up or extend their limbs fully while caged. Tehama County Planning Di- rector Sean Moore said around a dozen operations, mostly out of state, have been in contact with his department in regards to mov- ing their operations here. Moore said some of these oper- ations are fairly large, with plans for as many as 20,000 chickens in one building. Moore has proposed the ur- gency ordinance, which would cover the 45 days after passage, as a way for the county to work to- ward creating standards and ana- lyzing the potential environmen- tal impacts. The urgency ordinance would require operations of 500 or more chickens to at least go through a use permit process during the in- terim 45-day process. The ordinance would not affect any existing chicken operation in the county. By Rich Greene rgreene@redbluffdailynews.com @richgreenenews on Twitter RED BLUFF Dr. Bruce Wheeler Jr. retired from his dental prac- tice in December after a career that spanned 57 years, the last 53 of which were spent in Red Bluff. Wheeler began his career when Red Bluff had just two traffic sig- nals, people would still ride horses in town, the interstate hadn't been constructed and local hunters would patrol the creeks around the Minch Meat Packing property. The 84-year-old Wheeler said he plans on spending time fishing, in- cludingaplannedtripwitholdfriend and colleague Dr. Leroy Nelson. Wheeler moved to Red Bluff in 1959 to work as an associate of Dr. Donovan Hardin at the Bay- less Building at Walnut and Lin- coln streets. He said he came to Red Bluff and stayed here because of his love of the outdoors. In 1962 Wheeler acquired the dental practice from Hardin. Two years later Wheeler took up residence in Nelson's chiropractic building at 945 Hickory St., where he's been ever since. In 1970 Jean Samson joined him as his receptionists and has worked in the front office ever since. Samson is also retiring. Wheeler said his favorite as- pect of the his dental practice was his patients. Some of those were fourth-generation patients. In 2013 Wheeler received the Healthcare Heros award from the Redding Record-Searchlight for healthcare service above and be- yond normal protocols. Wheeler resides on a ranch in the Bend District for 47 years and enjoys bird hunting trips to Kan- sas and Nebraska in the winter and fishing trips to Alaska, Mex- ico and Hawaii. Cottonwood dentist Dr. Stanley Ramley has taken over Wheeler's practice. Ramley has 35 years of general dentistry experience, spending the past 10 years in the mission- ary field serving in Guam, Saipan and Trinidad and Tobago.
