ARTS The Associated Press SACRAMENTO» A new audit high- lights wrongdoing and errors by California state employees and agencies that have cost taxpayers tens of thousands of dollars. The audit released this week by state Auditor Elaine Howle de- tails 10 cases of what it calls "im- proper activities." They include moonlighting by an unnamed state employee who received per- mission to work at home in 2010 by saying he had to care for an ail- ing parent, according to the Sac- ramento Bee. The audit says the employee had actually taken a second paid job without following depart- ment rules that require permis- sion from a division chief to work a second position. It estimates the Department of Industrial Rela- tions paid the employee at least $12,200 for time when he was not available for his state duties. At its most recent meeting on Dec. 16 the board ratified a procla- mation of the existence of a local emergency resulting from flood- ing problems that began on Dec. 3 and worsened through a second storm Dec. 10-11. The board has since tasked county departments with find- ing a temporary solution to a broken berm on private property at the Butler Slough believed to have been a contributing factor in flooding in the Dairyville area. On Tuesday State Sen. Jim Nielsen wrote a letter to the gov- ernor urging him to declare an of- ficial State of Emergency. The open meeting is scheduled to begin at 10 a.m. The update is the second item on the regular agenda following a retirement ceremony for Cal Fire Tehama-Glenn Unit Chief Jeff Schori. The board will be asked to con- sider approving a plan of con- struction to replace and expand the existing Cal Fire Vina Heli- tack Base. According to a staff report the change would allow "the base to continue to provide high quality fire protection and emergency re- sponse service within the State Responsibility Area and that would accommodate the chang- ing aviation standards and event- response parameters of the facil- ity." For the second year the Te- hama County Probation Depart- ment trained offenders and uti- lized their labor to refurbish 30 bicycles to donate to children of families in need. "It is rewarding to see an of- fender build self-esteem while doing meaningful work — and the community benefits," said Chief Probation Officer Rich- ard Muench. A majority of the bikes were distributed to Tehama County Social Services to give out to foster kids. However this year another partnership was formed. For three years the Red Bluff Fire and Volunteer Fire depart- ments have adopted local fam- ilies. This year Engineer Scott Spangler contacted Commu- nity Service Officer Clint Weston about the possibility of having the Red Bluff Police Department partner with bicycles. Weston knew just who to contact and the County Pro- bation Department was able to provide the city's public safety departments with bicycles to donate to the kids through a partnership with the Salvation Army. Through the cooperation of two county departments, two city departments and a charity, 30 children received bicycles for Christmas. "It is nice for the county to branch out and work with the city public safety officers, to give back to the community and to those in need of some help," Muench said. The bicycles were donated during an event that included new Fire Chief Ray Barber, Division Chief Matt Shobash, Fire Cadet Jenna Sides and Spangler from the Red Bluff Fire Department, Muench, Mike Coley and Fred Avila from the Probation Depart- ment and Sean Baxter and Heidi Thomas from the Police Department. In addition Fire Department Captain John Campbell was able to convince his friend Santa Claus to attend. "It was great to get so many local agencies together for this event and my hope is that it will continue to grow in the years to come," Spangler said.
