In a report issued Tues- day, state Controller John Chiang proposed a five- year plan to start pre-fund- ing the benefit, which is rare in the private sector. Retiree health care is an obligation of state govern- ment similar to public em- ployee pensions, a system that also is badly under- funded. Unlike pensions, however, the cost of pro- viding health care to retir- ees is handled annually on a pay-as-you-go basis. Longer life spans are one reason the cost has soared by $24 billion in just the past eight years. The con- troller says doing nothing about it "will be sowing the seeds of a future crisis." SOARING COSTS Stateretireehealthcaregapreaches$72billion The Associated Press SANFRANCISCO In a newly released email, a Pacific Gas & Electric Co. executive says a state official offered to write the utility a favorable opinion for a proposed gas rate hike. PG&E Vice President Brian Cherry says in the Jan. 14 email that Califor- nia Public Utilities Com- mission member Mike Flo- rio said he would write the opinion if PG&E did not like one written by another member of the commission, the San Francisco Chronicle reported Tuesday. PG&E disclosed the email Friday. It is the latest in a series of emails released by the utility and others, many of them also from January, that allegedly show PG&E executives privately nego- tiating with state utilities commission officials. Florio said he recalls the conversation with Cherry differently. "Mr. Cherry's internal summary of his conversa- tion with me does not ac- curately reflect my own rec- ollection of that same con- versation," he wrote. PG&E said in a state- ment it has reported viola- tions, held senior-level offi- cers accountable and made significant changes "to pre- vent this from happening again." "In addition to respond- ing to the CPUC, we're also continuing to cooper- ate fully with law enforce- ment investigations and have provided them with all emails and information they have requested," PG&E spokesman Keith Stephens said. Previous emails released by PG&E show company ex- ecutives sought — and ob- tained —the administrative law judge they wanted in the gas rate hike case. The president of the state util- ities commission, Michael Peevey, and Florio also were included in those email ne- gotiations. Prosecutors told the Times-Standard of Eureka a Humboldt County jury found 56-year-old William Lloyd Nelson guilty Mon- day of attempted murder. Authorities say Nelson shot Humboldt County Sheriff's Deputy Bang Cao on May 6 when Cao and a sheriff's sergeant were serving a court-ordered eviction no- tice at Nelson's Shelter Cove home. Cao was shot in the chest, but the round was stopped by his bulletproof vest. Nelson is scheduled to be sentenced on Jan. 15.
