LEGAL NOTICE Resource Conservation District of Tehama County Notice of Intent to Adopt a Miti- gated Negative Declaration and Notice of Public Hearing for the Childs Meadows Headcut Stabili- zation and Repair Project In accordance with the Califor- nia Environmental Quality Act (CEQA), the Resource Conserva- tion District of Tehama County (RCDTC) has prepared an Initial Study and is considering the adoption of a Mitigated Nega- tive Declaration for the Childs Meadows Head Cut Stabilization and Repair Project at a public hearing before the RCDTC on De- cember 17, 2014 at 9:00 a.m. in the conference room of the USDA Service Center, 2 Sutter Street Suite D Red Bluff, CA 96080. The RCDTC is established under Division 9 of the California Public Resources Code, by the rules of the Tehama County Lo- cal Agency Formation Commit- tee as a locally governed agency with primary authority to imple- ment local conservation meas- ures. Project Information Project: Childs Meadows Head Cut Stabilization and Repair Project. Project Proponent: RCDTC, Red Bluff, CA. Location: The project is located within the Childs Meadows com- plex approximately ½ mile west of State Route 36E and 2 miles south of the Childs Meadows community. The legal descrip- tion for the project area is T29N R4E Section 25. Proposal: The project proposes to construct bio-engineered ero- sion stabilization infrastructure at a head cut along Gurnsey Creek within the Childs Mead- ows complex. The head cut con- trol structure is designed to pro- vide maximum assurance that the head cut will be arrested in place while providing an esthetically pleasing, biotechnical component that is consistent with existing condi- tions in the Childs Meadow area. The grade control structure will include a vegetated rock grade control structure, several rootwad revetments, live fas- cine willow plantings, and log cored willow baffles. In order to reduce the potential for the pro- posed head cut infrastructure to be flanked by stream channel movement, additional log cored baffles outside the immediate head cut area will be installed to deflect flow into the current channel along those flow paths where flanking is most likely to occur. The California Environmental Quality Act requires this notice to disclose whether any listed toxic sites are present on the project site. The project site does not contain a listed toxic site. Location: The project area is lo- cated approximately 4 miles east of the Ponderosa Sky Ranch, one mile east of Lyman Springs, 8 miles southeast of the Manton community and six miles west of Mineral. The proj- ect area is divided into two units and four road segments as de- scribed below. The two units were developed and analyzed separately in a California Envi- ronmental quality Act Initial Study/Mitigated Negative Decla- ration (IS/MND) prepared for this project as each will have significantly different fuel treat- ments and sources of funding. Tramway Road/South Unit (Tehama County maintained Tramway Road South of State Route 36E 6 Miles Total Length) North Unit (Sierra Pacific Industries A-Line Road/F-Line Road/Road/90A 16.05 Total Length) Length) The legal description for the project area is: Legal Description: 28N02E Sec- tions 3, 4 and 5 29N02E Sections 34, 35, 29N03E Sections 2, 5, 8, 17, 20, 21, 27, 28, 29, 30N03E Sections 20,21,29,28,32,33,34,35 Proposal: The proposed project entails the development of a 22.05 mile long approximately 300' wide (809 acre) roadside shaded fuel break. Project work would be completed to 150' on both sides of the roadway along the un- paved roads described above. In general, tracked and tired cut- ting equipment will cut brush along with small conifer and de- ciduous trees having a diameter of 10" and under (oak species 6" and under). Similarly tracked and tired skidding equipment will transport cut vegetation to chipping areas where drum type chippers would process this ma- terial and blow it into chip vans for transport to cogeneration plants located in the Sacramen- to Valley. In addition to cutting and chipping vegetation, large tracked mastication equipment would be used in some treat- ment areas to chip vegetative material in place in order to pro- tect and stabilize soils on steep- er slopes. Along with the treatments de- scribed above, that will be con- ducted within all portions of the project area, appropriate herbicides registered for use within brush and forest stands will be applied along Tramway Road once chipping and masti- cation treatments have been completed. This special treat- ment area is referred to as the Tramway Road/South Unit in the Initial Study/Mitigated Negative Declaration prepared for this project. Herbicide application's will be completed in order to re- duce the redevelopment of brush and shade tolerant tree species thus extending the life of fuel break infrastructure be- tween mechanical treatments. The herbicide applications will be completed by Sierra Pacific Industries (SPI) or RCDTC per- sonnel who have a California Applicators License. No herbi- cide applications of any kind will be completed along the A- Line Road, F-Line Road or Road 90-A (referred to as "North Unit" in this IS/MND). A number of Mitigation Meas- ures have been developed for this project as described in the related CEQA Initial Study/Mitigated Negative Decla- ration that will reduce the im- pact of project work to a less than significant level.
