"We hear horror stories about people getting taken advantage of horribly," attorney Ginger Jacobs told several dozen people who watched the president's speech at Alliance San Diego offices. California Attorney General Kamala Harris and Mexican con- sulates sounded similar alarms after Obama promised executive action that is expected to shield about 5 million people from de- portation. For decades, immi- grants have fallen victim to at- torneys and consultants who dis- appear with their money or give bad advice that may land them in deportation proceedings. The City Council unanimously approved a tentative agreement Tuesday with the San Francisco- based Ecoplexus energy firm to construct a solar array on the city's wastewater treatment plant property on Gardiner Ferry Road. The roughly 3.5-acre solar system would be owned and managed by the firm and its investors, and the city would purchase the gener- ated energy through a power pur- chase agreement with the firm. Harper and Fischer received the 10851 stolen vehicle recovery award from the CHP and Califor- nia State Automobile Association Insurance Group. The award recognizes supe- rior efforts made by law enforce- ment personnel who have demon- strated exceptional performance in the reduction of stolen vehi- cle related crimes, according to a CHP press release. Also honored were Anderson Police officers Tyler Finch, Michael Hallagan and Casey Day and CHP Redding AreaofficersRandy Rudd, Leonard Johnson and Chris King. Attending the ceremony were CHP Northern Division Chief Ruben Leal, Redding Area Com- mander Capt. Todd Garr, North- ern Division Special Services Co- ordinator Lt. Scott Fredrick, Te- hama County Sheriff-Coroner Dave Hencratt, Anderson Police Lt. Rocky Harpham and CSAAIG Salvage Representative Doug Wormald. "We are pleased to present these officers with this prestigious award," Leal said. "Each of these officers has excelled in the reduc- tion of vehicle theft by actively identifying stolen vehicles and ap- prehending those responsible. Of- fering this award is just one way of showing our appreciation to these officers for a job well done." On average a vehicle is sto- len every three minutes in Cal- ifornia with the Honda Accord ranking No. 1. This translates to a loss of per- sonal property, increased insur- ance premiums and the loss of one of Californians' greatest as- sets — their automobile. Simple deterrents such as park- ing in a secure or highly visible lo- cation, locking vehicle doors, us- ing an alarm system or not leav- ing a car running unattended can significantly reduce auto theft. Volunteer Kathy Dahnke said the congregation of the Pres- byterian Church of Red Bluff, about 225 total, supports the annual tradition both on Thanksgiving day and through do- nations leading up to the meal. Church members and others from the community began early Thursday morning to prepare 15 turkeys and all the trimmings. The church has been offering the free Thanksgiving din- ner for around 20 years, Dahnke said, this year under the di- rection of Linda Mauer. In anticipation of the meal, community members began lining up hours before the doors opened at noon. All were welcomed to partake in the meal and in recent years the church has seen a few families with children, said Steve Hoyt.
