(2) Is it fair to all con- cerned? (3) Will it build good will and bet- ter friendships? and (4) Will it be beneficial to all concerned? Red Bluff City Coun- cil has applied a cap on funding of the Red Bluff Chamber of Commerce from Tourist Occupancy Taxes (TOT) collected from Red Bluff hotels by the city. The tax is paid by hotel guests. A 2004 agreement between the city and the chamber pledged that just 16% of TOT collected would go to the chamber to support the promotion of Red Bluff tourism (84% of TOT would go to the city's general fund). Chamber volunteer leadership and staff could apply a "4 Way Test" of sorts to chamber projects and priorities, present and future. W e're going to need such guidelines, as this "cap" applied by the city will mean about 8% reduced chamber revenue sharing coming from TOT, com- pared to the previous year. As soon as 16% of TOT revenue sharing from the city reaches the cap level of $70,000, city revenue sharing with its Chamber of Commerce and Convention and Visi- tors Bureau will simply stop. Fortunately, the city's revenue sharing of TOT funds is not the sole source of Chamber oper- ating revenue. In 2010 it accounted for 31%. While the following Chamber Leadership 4- Way Test has not been formally adopted by the chamber's executive committee, it certainly reflects the kind of scruti- ny the chamber's volun- teer and staff leadership must bring to chamber projects and activities going forward: (1) Is it in keeping with the chamber's Mis- sion Statement? Which reads: "The Red Bluff – Tehama County Chamber of Commerce is a mem- bership organization which promotes the growth and prosperity of local commerce through the support of visitor attraction efforts, ongo- ing community aware- ness, 'Shop Local' cam- paigns and networking opportunities." To para- phrase Johnny Cochrane, "if it doesn't fit, should we even do it?" (2) Will it cost the chamber staff time or expense? For a service, project or event in line with the chamber's mis- sion statement, no prob- lem. When requests com- pete for chamber resources at the same time, those most directly aligned with our mission statement should take priority. enterprise A4 Way Test for chamber priorities (3) When the chamber supports or partners with another local organiza- tion in promoting and producing a local event, ongoing or annual, is there resulting benefit for the chamber and its broader membership? Some events and projects sponsored by other com- munity entities involve chamber staff time, resources and expense, which are never recouped. Is the chamber presumed to provide such no-return investment because it always has? Or because it did last year? (4) Will it reinforce the value of the chamber to current members and offer opportunity to expand chamber mem- bership? The chamber has done an outstanding job of increasing mem- bership in the past 18 months. Up over 35%. More members means more local businesses and individuals to serve, with the same-sized staff. Staff and volunteer lead- ership alike are commit- ted to the ideal that chamber membership should be perceived as an investment, not an expense. Owners, Dan and Barbara Steigman have been chamber members since November, 2006 and this is their second move and expansion. The original name for the store came from the fact that they have been foster parents for 111 fos- ter children that have transitioned through the Steigman home over the years. Of those, seven were adopted. There will be a Grand Opening celebration Wednesday, September 28th where a Grand Prize Drawing will take place at noon for an Elna 5100 sewing machine. You are also invited to join them on Tuesdays from 2 to 5 p.m., from Sept. 13 to Oct. 4 for a free basics sewing class where you will learn: sewing machine basics, layout and cutting patterns, beginning construction of the stash and dash bag, and the last week you will learn about finishing touches.
