ByJuliePace The Associated Press BEIJING The climate change agreement between the United States and China caught the world by sur- prise after months of se- cret negotiations, built on an opening that arose last year when President Barack Obama and Chinese Presi- dent Xi Jinping met in the California desert. The deal, announced Wednesday, could mark a turning point in interna- tional negotiations because for the first time it brings together the two largest emitters of heat-trapping gases. Whether it will actu- ally help clean up the at- mosphere and slow the in- crease in world tempera- tures remains to be seen. But the agreement clearly signals that Obama intends to charge ahead on the is- sue in his final two years in office, even though many of Congress' staunchest sup- porters of action lost in last week's elections. The U.S.-China deal has its roots in a June 2013 summit at the Sunnylands estate, where Obama and Xi reached an agreement on pursuing the reduction of hydrofluorocarbons that are used in refrigerators and insulating foams. To the White House, the deal suggested a broader open- ness from China to tack- ling climate change, senior Obama administration of- ficials told reporters trav- eling with the president to Asia. The officials said Secre- tary of State John Kerry re- turned from a trip to China in April with the idea of pur- suing a joint climate change plan with Beijing. A senior administration official said Kerry worked with his Chi- nese counterpart, State Councilor Yang Jiechi that launched the U.S.-China Climate Change Working Group. Later, Kerry invited Yang to visit him in Bos- ton, where the former Mas- sachusetts senator used the vista of the Boston Harbor to show how government action can make positive change, the administration official said. The officials spoke only on condition of anonymity because they were not au- thorized to comment pub- licly by name. The following month, Obama sent Xi a lengthy letter outlining areas where he thought their two coun- tries could find common ground, including climate change, possible military cooperation and trade part- nerships. When Obama and Xi met in the Hague on the sidelines of a nuclear secu- rity summit in late March, the U.S. president raised his climate proposal again. But the Chinese leader was noncommittal, the officials said. It wasn't until Septem- ber when the U.S. began to feel it was making progress with the Chinese. White House National Security Adviser Susan Rice trav- eled to China and received a signal from her counter- parts that they wanted to proceed on a climate ac- cord. In an effort to gen- erate momentum, Obama met later that month with Chinese Vice Prime Minis- ter Zhang Gaoli on the side- lines of the annual U.N. gathering in New York to press the climate deal. The officials said Zhang came to the meeting with a message from Xi: Let's get this done. That go-ahead cleared the way for an inten- sive process that concluded in the days leading up to Obama's visit to Beijing. The deal was largely fi- nalized ahead of the U.S. president's arrival this week but was kept quiet until Obama and Xi could discuss it over a lengthy dinner in the Chinese cap- ital Tuesday night, officials said. The presidents an- nounced the deal during a joint press conference the following day. The agreement isn't bind- ing, but it is seen as a signal to the world that the U.S. and China are united on a need to reduce carbon emis- sions. That could be signif- icant heading into high- stakes international cli- mate negotiations in Paris next year. By Vladimir Isachenkov The Associated Press MOSCOW In a show of mil- itary muscle amid tensions with the West, Russia will send long-range strategic bombers on regular patrol missions across the globe, from the Arctic Ocean to the Gulf of Mexico, a top of- ficial said Wednesday. The announcement by Russian Defense Minister Sergei Shoigu came as NA- TO's chief accused Russia of sending fresh troops and tanks into eastern Ukraine. "Over the last few days, we have seen multiple re- ports of large convoys mov- ing into Eastern Ukraine," said NATO Secretary-Gen- eral Jens Stoltenberg. "We assess that this significant military buildup includes Russian artillery, tanks, air defense systems and troops. His statement called the sit- uation a "severe threat to the cease-fire." Moscow denied the alle- gation as unfounded, but Shoigu also said the dis- pute with the West over Ukraine would require Rus- sia to beef up its forces in the Crimea, the Black Sea Peninsula that Russia an- nexed in March. Shoigu said Russian long-range bombers will conduct flights along Rus- sian borders and over the Arctic Ocean. He said, "In the current situation we have to maintain military presence in the western At- lantic and eastern Pacific, as well as the Caribbean and the Gulf of Mexico." Shoigu would not say how frequent the patrol missions would be or offer any other specifics, but he noted that the increasing pace and du- ration of flights would re- quire stronger maintenance efforts and that relevant di- rectives have been issued to industries. He said the Russian air force's long-range planes also will conduct "recon- naissance missions to mon- itor foreign powers' mili- tary activities and maritime communications." A senior U.S. military of- ficial said Russia has not previously flown actual bomber patrols over the Gulf of Mexico, including during the Cold War. Long-range bombers have been in the area before, but only to participate in vari- ous visits to the region when the aircraft stopped over night at locations in South or Central America. During the Cold War, other types of Russian aircraft flew pa- trols there, including sur- veillance flights and anti- submarine aircraft. The official, who spoke on condition of anonymity be- cause he wasn't authorized to discuss the flights pub- licly, also said that the pace of Russian flights around North America, including the Arctic, have largely re- mained steady, with about five incidents per year.
