ByJosefFederman The Associated Press JERUSALEM Israel closed all access to Jerusalem's most sensitive religious site on Thursday, a rare move that ratcheted up already heightened tensions follow- ing the attempted assassi- nation of a prominent Jew- ish religious activist and the killing of his suspected Palestinian assailant by po- lice. The Palestinians accused Israel of a "declaration of war," deepening a crisis fu- eled by failed peace efforts, continued Israeli settlement construction and months of simmering violence in the holy city. While Israel said it would reopen the site on Friday, the increasingly re- ligious nature of the unrest risked igniting further vio- lence. Both the Israeli and Pal- estinian leaders blamed each other for the tensions. Israeli Prime Minister Ben- jamin Netanyahu accused Palestinian President Mah- moud Abbas, who has called for banning Jews from the hilltop holy site, of inciting the violence. "The international com- munity must stop its hypoc- risy and act against the in- citers," Netanyahu said. Abbas, meanwhile, said Jerusalem is a "red line that must not be touched." The decision to close access to the Al Aqsa Mosque com- pound was "a declaration of war" that "will lead to fur- ther escalation and instabil- ity," his spokesman, Nabil Abu Rdeneh, said. Abbas made no mention of the at- tempted killing of the Jew- ish activist. East Jerusalem, the sec- tion of the city captured by Israel in 1967 and claimed by the Palestinians, has ex- perienced unrest since the summer, with Palestinian youths throwing stones and firebombs at motorists and clashing frequently with Israeli police. The violence gained steam last week, when a Palestinian motor- ist rammed his car into a crowded train station, kill- ing a 3-month-old Israeli- American baby girl. Much of the unrest has centered on the holy site, revered by Jews as the Temple Mount and Mus- lims as the Noble Sanctu- ary. The violence reached a new high late Wednesday when a gunman on a mo- torcycle shot and seriously wounded Yehuda Glick, a U.S.-born activist who of- ten leads groups of Jews on visits to the site. Glick is a leading voice in efforts to allow Jews to pray on the mosque compound — something that Israeli au- thorities ban because they fear it would prompt vio- lence. Muslim worshippers view Jewish prayer there as a provocation, fearing that Jewish extremists are plot- ting to take over the area. In an interview this week with The Associated Press, Glick warned of the grow- ing violence in Jerusa- lem and said Jews were in- creasingly being attacked by Muslims. "The more extreme Is- lamist organizations are taking over and if we don't stop them early enough, they will take over the en- tire Jerusalem," he said. "We're calling upon the Is- raeli government: Stop the violence." He remained hospital- ized Thursday in serious condition. In Washington, State De- partment spokeswoman Jen Psaki condemned the shoot- ing and said the U.S. was "extremely concerned by escalating tensions" in Je- rusalem. "It is critical that all sides exercise restraint, refrain from provocative ac- tions and rhetoric, and pre- serve the status quo," she said, adding the U.S. had been in touch with Israeli, Palestinian and Jordanian officials to calm the situa- tion. Under a longstanding arrangement, Jordan holds custodial authority over the mosque compound. Early Thursday, police forces surrounded the sus- pected gunman at his home in the east Jerusalem neigh- borhood of Abu Tor. Police spokesman Micky Rosen- feld said the man, identified as Moataz Hijazi, opened fire and was killed by the Israeli forces. Israel's Shin Bet secu- rity agency said Hijazi had served 12 years in Is- raeli prison for a number of crimes before he was re- leased in 2012. It described him as a sympathizer of the Islamic Jihad mili- tant group, but said he ap- peared to have acted alone in Wednesday night's at- tack. Shortly after Hijazi was shot dead, clashes broke out in Abu Tor, with Pal- estinians hurling stones at riot police, who responded with rubber bullets to sup- press the demonstration. A funeral was planned late Thursday. The decision to close ac- cess to the holy site for the first time in more than 14 years underscored the in- cendiary nature of the cur- rent tensions. The Palestinian upris- ing against Israel began af- ter then-Israeli opposition leader Ariel Sharon visited the Jerusalem site in what many saw as a provocative gesture. That visit — in Sep- tember 2000 — resulted in a temporary closure of the site. The dis- trict will be established in ac- cordance with section 53328.1 of the Mello-Roos Community Fa- cilities Act of 1982 (Government Code section 53311 et seq.), as amended (the "Act"), to be known as "the California Home Finance Authority (CHF) Com- munity Facilities District No. 2014-1 (Clean Energy) (the "Dis- trict"). A public hearing will be held by the Board at 8:30 a.m. on Wednesday, November 12, 2014, in the regular meeting place of the Board of CHF, 1215 K Street, Suite 1650, Sacramento, Califor- nia 95814, or as soon thereafter as the Board may reach the mat- addition, it is expected may ter. In addition, it is expected that the Board will continue the public hearing to 8:30 a.m. on Wednesday, December 10, 2014, at 1215 K Street, Suite 1650, Sac- ramento, California 95814. The purpose of the District is to levy a special tax to finance or refinance (including by lease or power purchase agreement) the acquisition, construction, and installation of energy efficiency, water conservation, and renew- able energy improvements af- fixed to or on residential, com- mercial, or industrial property. Importantly, the only way any property could be annexed to the District and levied with the special tax is if (1) if the proper- ty is located in the unincorpo- rated territory of a County, the legislative body of the County has adopted a resolution con- senting to the annexation of properties within the unincorpo- rated territory of the County to the District; (2) if the property is located in the incorporated ter- ritory of a City, the legislative body of the City has adopted a resolution consenting to the an- nexation of properties within the incorporated territory of the City to the District; (3) all of the owners of the property sign a "Unanimous Approval Agree- ment" requesting annexation and agreeing to pay the special tax (the "Agreement"); and (4) CHF approves the Agreement and allows the annexation to oc- cur. In other words, CHF will have no authority to annex a property to the District or levy the District's special tax on a property unless all owners of that property approve. The spe- cial tax for each annexed prop- erty will pay only for the specif- ic, agreed-upon improvements. The territory proposed for an- nexation to the District includes (1) any unincorporated land within those counties that are now or in the future either full members or associate members of CHF and consent to the an- nexation of properties within their jurisdiction to the District and (2) any incorporated land within those cities that are now or in the future either full mem- bers or associate members of CHF and consent to the annexa- tion of properties within their ju- risdictions to the District. This Notice briefly summarizes the Resolution. You should read the Resolution itself for the de- finitive description of the Dis- trict's financing program, in- cluding a description of the costs and the improvements that are authorized for this method of financing. The Reso- lution can be found at http://ww w.chfloan.org/chf/2014_resoluti ons/Resolution_14_04.pdf. As provided in the Act, the Board must hold a public hear- ing before the Board may estab- lish the District and designate the territory that may be an- nexed to it. This is the notice of the public hearing. At the public hearing, any per- sons interested, including all taxpayers, property owners, and registered voters, may appear and be heard, and the oral or written testimony of all interest- ed persons or taxpayers for or against any of the following will be heard and considered: (1) the establishment of the District and the authorization to levy the special tax and incur debt (as defined in the Act), (2) the ex- tent of the territory proposed for annexation to the District in the future, (3) the acquisition or construction of any of the pro- posed improvements, or (4) any other matters contained in the Resolution. Any protests to the proposal may be made orally or in writing by any interested persons, ex- cept that any protests pertain- ing to the regularity or sufficien- cy of the proceedings must be in writing and must clearly set forth the irregularities and de- fects to which objection is made. The Board may waive any irregularities in the form or con- tent of any written protest and, at the public hearing, may cor- rect minor defects in the pro- ceedings. All written protests not presented in person at the public hearing must be filed with the Secretary of the Board at or before the time fixed for the public hearing in order to be the public hearing in order to be received and considered. Any written protest may be with- drawn in writing at any time be- fore the conclusion of the public hearing. Written protests by a majority of the registered voters residing and registered within the boun- daries of the territory proposed for annexation to the District will require suspension of these proceedings for at least one year. If such protests are direct- ed only against certain elements of the proposal, then only those elements need be excluded from the proceedings. The CHF Executive Director or such officer's designee (the "Ex- ecutive Director") has studied the proposed District and will provide, at or before the time of the public hearing, a report de- scribing the following: the au- thorized improvements; the inci- dental, financing, and adminis- trative costs of the District; the methods of financing available; the form of the proposed Unani- mous Approval Agreement; rec- ommendations for appropriate procedures and criteria for processing and evaluating appli- cations for participation in, and annexation to, the District from the owners of property within the territory proposed for an- nexation in the future; and an estimate of the related inciden- tal expenses-all in accordance with the Resolution. The report will be available for inspection by the public and will become a part of the record of the public hearing.
