Earlier in the day, Prime Minister Benjamin Netan- yahu's government said it was advancing construction plans to build about 1,000 housing units in east Jeru- salem, the part of the city the Palestinians demand for their future state. Speaking to parliament, Netanyahu defended the stance saying there was a wide consensus in Israel to continue building through- out the city, just as every Is- raeli government has done since Israel captured east Jerusalem in 1967. "Even the Palestinians know that these places will stay in Israeli sovereignty under any agreement," he said. "The French build in Paris, the English build in London and the Israelis build in Jerusalem. To come and tell Jews not to live in Jerusalem — why?" East Jerusalem is home to the city's most sensitive Jewish, Christian and Mus- lim holy sites. Israel says the whole city will forever be its capital, citing historical, re- ligious and security reasons. The international commu- nity, including the United States, does not recognize Is- rael's annexation of the east- ern sector of Jerusalem. The Palestinians seek east Jerusalem as their fu- ture capital and oppose any Israeli construction there. Palestinian protesters have been clashing regularly with Israeli security forces in east Jerusalem for months, and violence has particularly risen in recent days at a key Jerusalem holy site. In a bid to bolster claims in Jerusalem, the Palestinian prime minister paid a rare visit to the Dome of the Rock Monday. At the shrine on a hilltop compound revered by both Jews and Muslims, Rami Hamdallah declared that "there will not be a Pal- estinian state without east Jerusalem as its capital." Tensions have been high since June, when three Is- raeli teenagers were ab- ducted and killed by Pal- estinian militants in the West Bank. Israeli extrem- ists retaliated by abduct- ing and killing a Palestin- ian teenager in east Jeru- salem, sparking riots. The abductions set off a chain of events that led to the 50-day Gaza war. By Albert Aji The Associated Press DAMASCUS, SYRIA Mem- bers of the al-Qaida-linked Nusra Front and other Syr- ian rebel factions launched simultaneous attacks on army checkpoints, police headquarters, and the gover- nor's office in northwestern Syria on Monday, triggering hours-long clashes that left 35 troops and rebels dead. The attacks all took place in the city of Idlib, activists and state media reported. The city, which is in Syrian government hands, is the local capital of Idlib prov- ince. Monday's attacks were the most serious there since Syrian rebels took control of scores of villages and towns around it more than two years ago. The fighting is separate from the clashes under- way between Nusra Front's main rebel rivals, the Is- lamic State group, and Syr- ian Kurdish fighters for con- trol of the strategic border town of Kobani, further to the east and along the bor- der with Turkey. The Britain-based Syr- ian Observatory for Hu- man Rights said Nusra Front and other groups shelled Idlib and simultane- ously attacked army check- points there.
