(AP) — The most powerful earth- quake to strike the East Coast in 67 years shook buildings and rattled nerves from South Carolina to Maine on Tuesday. Fright- ened office workers spilled into the streets in New York, and parts of the White House, Capitol and Penta- gon were evacuated. There were no immedi- ate reports of deaths, but fire officials in Washington said there were at least some injuries. The National Cathedral said its central tower and three of its four corner spires were damaged, but the White House said advis- ers had told President Barack Obama there were no reports of major damage to the nation's infrastruc- ture, including airports and nuclear facilities. The U.S. Geological Survey said the quake regis- tered magnitude 5.8 and was centered 40 miles northwest of Richmond, Va. Gadhafi nowhere to be found TRIPOLI, Libya (AP) — Hundreds of Libyan rebels stormed Moammar Gadhafi's compound Tues- day, charging wildly through the symbolic heart of the crumbing regime as they killed loyalist troops, looted armories and knocked the head off a stat- ue of the besieged dictator. But they found no sign of the man himself. The storming of Bab al- Aziziya, long the nexus of Gadhafi's power, marked the effective collapse of his 42-year-old regime. But with Gadhafi and his pow- erful sons still unaccounted for — and gunbattles flaring across the nervous city — the fighters cannot declare WORLD BRIEFING victory. The rebel force entered the compound after fighting for five hours with Gadhafi loyalists outside, using mor- tars, heavy machine guns and anti-aircraft guns. They beat and killed some of those who defended the compound and hauled away crates of weapons and trucks with guns mounted on the back in a frenzy of looting. ''We're looking for Gad- hafi now. We have to find him now,'' said Sohaib Nefati, a rebel sitting against a wall with a Kalashnikov rifle. Abdel-Aziz Shafiya, a 19-year-old rebel dressed in camouflage with an rocket- propelled grenade slung over one shoulder and a Kalashnikov over another, said the rebels believe Gad- hafi is inside the compound but hiding underground. Irene weakens to Category 1 MIAMI (AP) — Offi- cials and residents from Florida to the Carolinas stocked up on supplies, dusted off evacuation plans and readied for the worst as Irene, the first hurricane to threaten the U.S. in three years, churned over tropical waters Tuesday after cutting a destructive path through the Caribbean. Federal officials warned the storm could flood streets and knock down power lines as far north as New England. Irene lost some of its punch Tuesday afternoon and was downgraded to a Category 1 hurricane as it lashed the Turks and Caicos Islands, but the storm remains likely to regain strength and become a major hurricane before making a U.S. landfall. The hurricane has raked the Caribbean and could cause serious problems along the entire Eastern Seaboard, Federal Emer- gency Management Agency administrator Craig Fugate said Tuesday during a conference call with reporters. Fugate urged peo- ple not to become compla- cent, even though the fore- cast is still uncertain and the storm may be days from hit- ting the U.S. ''We need to remind people, hurricanes are not just a Southern thing. This could be the Mid-Atlantic and the northeast coast,'' Fugate said. ''We've got a lot of time for people to get ready, but we don't have forever.'' Officials on North Car- olina's Ocracoke Island were taking no chances. Tourists were ordered to evacuate Wednesday, while residents were told to be off the island by Thursday, said Tommy Hutcherson, who serves on the local board that issues such orders. Republicans redraw district lines WASHINGTON (AP) — The odds of getting re- elected have gotten better for Rep. Renee Ellmers and other Republican freshmen in the House — thanks to GOP calculations in redrawing congressional maps. The 47-year-old nurse who ousted seven-term Democrat Bob Etheridge by fewer than 1,500 votes last November will be running next year in a newly drawn North Carolina district that's less swing and more Republican. The outlook is brighter too for Texas Rep. Blake Farenthold, a conser- vative talk radio host who edged 14-term Democrat Solomon Ortiz by just 797 votes. Farenthold will find more Republicans in a Cor- pus Christi-based district that now stretches north. Republicans romped last November, gaining 63 House seats to secure the majority, winning 11 gover- norships, including Ohio and Pennsylvania, and seiz- ing control of the most state legislative seats they've held since 1928. The GOP is capitalizing on its across- the-board control in 26 states — governorship plus legislature — in the census- based drawing of a new political map that will be a decisive factor in the 2012 elections and beyond. ''Republican freshmen are finding the ground hard- en beneath them as their current swing districts become less competitive for Democrats,'' said Rep. Pete Sessions, R-Texas, chair- man of the National Repub- lican Campaign Commit- tee. NY court dismisses sex case; Strauss- Kahn free NEW YORK (AP) — Dominique Strauss-Kahn became a free man Tues- day when a judge ended the sexual assault case against him at the request of prosecutors, who said the hotel maid who accused the former Inter- national Monetary Fund chief couldn't be trusted. Though evidence showed Strauss-Kahn had a sexual encounter with Nafissatou Diallo in his hotel suite more than three months ago, prosecutors said the accuser was not credible because of lies she has told, including an earlier false rape claim. State Supreme Court Justice Michael Obus said he would dismiss the case, but there was one more legal twist to get through: He first wanted an appeals court to hear a request from Diallo's attorneys to keep the case alive by appointing a spe- cial prosecutor.
