Democrats countered quickly with an alternative that drew presidential backing, and Obama readied a prime-time, nationally televised speech on short notice. Despite warnings to the contrary, U.S. financial markets appeared to take the polit- ical maneuvering in stride. Wall Street post- ed losses but with no indication of panic among investors. Without signed legislation by day's end on Aug. 2, the Treasury will be unable to pay all its bills, possibly triggering an unprece- dented default that officials warn could badly damage a national economy strug- gling to recover from the worst recession in decades. On a day of political jousting, Senate Republican leader Mitch McConnell urged Obama to shift his position rather than "veto the country into default." Norway rampage culprit calmly tells court 2 cells remain OSLO, Norway (AP) — The self- described perpetrator of Norway's deadly bombing and shooting rampage was ordered held in isolation at a hearing Monday after calmly telling the court that two other groups of allies stand ready to join his murderous campaign. Anders Behring Breivik has admitted bombing Norway's capital and opening fire on a political youth group retreat on an island near the capital. He told authorities that he expects to spend the rest of his life in prison. Saying he wanted to save Europe from Muslim immigration, he entered a plea of not guilty that will guarantee him future court hearings and opportunities to address the public, even indirectly. Police believe Breivik acted alone, despite his grand claims in a 1,500-page manifesto that he belonged to a modern group of crusaders. But they have not com- pletely ruled out that he had accomplices. Judge Kim Heger ordered Breivik held for eight weeks, including four in isolation, noting his reference to "two more cells with- in our organization." Norway has been stunned by the attacks and riveted by Breivik's strange writings. Hundreds of reporters and locals thronged the courthouse ahead of his first court appearance Monday, hoping to get their first glimpse of the man blamed for the deaths of 76 people — lowered Monday from 93. At one point, a car drove through the crowd and onlookers beat at it with their fists, although it turned out Breivik may not have been inside. Stresses over personal debt return as public doubts recovery WASHINGTON (AP) — Just last fall, Americans were feeling better about their personal finances. Now they're starting to worry more about how they'll pay off debts as they feel the nation's economic recovery wobbling. With Congress deadlocked over how to deal with the national debt, household debt is causing stress for nearly half the country, according to a new Associated Press-GfK poll. One in five adults worries about debt most or all of the time. If they bought some- thing on a credit card in the past month, more than a third say they won't pay it off when the bill comes. The increased stress represents a reversal from last fall's AP-GfK poll, which found increasing confidence about personal finances. Debt-related stress is up 17 percent from that November survey, bumping such worries back up to levels seen in 2009 and in the spring of last year. "It's not that our debt is huge. It's just hard to make it, month to month," said Theresa Telford, 45, a teacher's aide raising four kids with her husband, a sheriff's deputy. "It seems like everything is going up, but wages aren't going up." Telford is also nervous because she's watched so many people lose their jobs in her small town of Davenport, Wash., and some of her friends still can't find work. Although the recession officially ended in June 2009, Americans display little faith in a recovery hobbled by grinding unemploy- ment, slow economic growth, volatile gaso- line and food prices and political feuding over how to stem the skyrocketing national debt. Libyan government claims NATO planes hit food storehouses ZLITAN, Libya (AP) — The Libyan government showed foreign journalists on Monday a destroyed flu clinic and food warehouses it said had been hit earlier in the day by NATO airstrikes, killing eight people. The attacks took place in the govern- ment-held town of Zlitan, 90 miles (140 kilometers) east of the capital Tripoli and not far from the country's front line where rebels are battling Moammar Gadhafi's forces. NATO denied, however, that it had tar- geted civilians and said it had only hit a number of military objectives in the area. A rebel uprising that began in February against longtime Libyan leader Gadhafi escalated into a full-fledged civil war that threatens to split the country. The fighting has degenerated into a stalemate for months, despite a U.N.-mandated NATO air cam- paign targeting government forces in order to protect civilians. Even as government minders took jour- nalists to what they described as sites of the latest NATO attacks, the distant rumblings of artillery and explosions could be heard to the east of Zlitan. Tan Do, 35, was "smooth, cool" as he shot his victims at close range, DJ Allen Tillotson told The Associated Press on Monday. He "knew exactly the people he wanted" to shoot and paused only to reload a weapon that had been hidden in his pants, Tillotson said. "After he went for the wife, he went for the next lady, then a man, then a young lady," he said.
