ByLauranNeergaard The Associated Press WASHINGTON New re- search suggests a one-two punch could help battle po- lio in some of the world's most remote and strife- torn regions: Giving a sin- gle vaccine shot to children who've already swallowed drops of an oral polio vac- cine greatly boosted their immunity. The World Health Orga- nization officials said the combination strategy al- ready is starting to be used in mass vaccination cam- paigns in some hard-hit areas and is being intro- duced for routine immuni- zations in developing coun- tries, too. "It could play a major role in completing the job of po- lio eradication once and for all," said Dr. Hamid Jafari, WHO's director of polio op- erations, who led the study published Thursday in the journal Science. Oral polio vaccine has played a critical role in the nearly three-decade effort to eradicate the paralyzing disease, as health workers have gone house-to-house, to refugee camps and to roadside checkpoints deliv- ering the drops. The num- ber of countries where po- lio regularly circulates dropped from 125 in 1988 to just three as of last year —Pakistan, Nigeria and Af- ghanistan. But with travel, the threat is re-emerging in countries previously free of the highly contagious virus. The WHO in May declared an interna- tional public health emer- gency, citing outbreaks in at least 10 countries. Particu- larly of concern were Syria, Somalia and Iraq, where vi- olence has complicated ef- forts to contain new cases. Which vaccine to use in the eradication push has long been controver- sial. They each have differ- ent strengths. The United States and other wealthy countries have switched back to using only in- jected polio vaccine, which is made of "inactivated" or killed virus, for routine childhood immunizations after eradicating the dis- ease within their borders. That's because the oral vaccine contains weakened live virus that children can shed in their stools, which on very rare occasions can trigger a vaccine-caused case of polio. In developing countries where polio is still a threat, the oral version is cheaper, easier to use and can slow spread of the virus. But a particular type of immu- nity, intestinal immunity, wanes so that children in high-exposure areas need repeated doses. HEALTH Study: Combining vaccines boosts polio immunity By Donna Cassata The Associated Press WASHINGTON The Penta- gon broke the law when it swapped Army Sgt. Bowe Bergdahl, a prisoner in Af- ghanistan for five years, for five Taliban leaders, con- gressional investigators said Thursday. The nonpartisan Gov- ernment Accountability Office said the Defense Department failed to no- tify the relevant congres- sional committees at least 30 days in advance of the exchange — a clear viola- tion of the law — and used $988,400 of a wartime ac- count to make the trans- fer. The GAO also said the Pentagon's use of funds that hadn't been expressly appropriated violated the Anti-deficiency Act. "In our view, the mean- ing of the (law) is clear and unambiguous," the GAO wrote to nine Republican senators, including Minor- ity Leader Mitch McCo- nnell, R-Ky., and various committees. "Section 8111 prohibits the use of 'funds appropriated or otherwise made available' in the De- partment of Defense Ap- propriations Act, 2014, to transfer any individual de- tained at Guantanamo Bay to the custody or control of a foreign entity' except in accordance" with the law. The GAO said the rele- vant committees received phone calls from May 31 — the day of the transfer — to June 1, with written noti- fication coming on June 2. Five senior Taliban were released from detention at the U.S. prison at Guan- tanamo in exchange for Bergdahl, who had disap- peared from his post in Paktika province in east- ern Afghanistan on June 30, 2009. The five Taliban are to remain in Qatar for a year. Lawmakers, especially Republicans, were furi- ous with President Barack Obama and members of the administration for failing to notify them about the swap. Some in Congress have said Bergdahl was a deserter and the United States gave up too much for his freedom. Several law- makers have cited intelli- gence suggesting the high- level Taliban officials could return to the Afghanistan battlefield. The administration has defended the swap and its decision to keep Con- gress in the dark, saying concern about Bergdahl's health and safety required speedy action. The Joint Chiefs of Staff has unanimously sup- ported the exchange, insist- ing that the United States has a sacred commitment to men and women who serve that it will never leave anyone behind on the battlefield. Army Gen. Mar- tin Dempsey, the chairman of the Joint Chiefs, said the swap in May was "likely our last, best opportunity" to free Bergdahl. Bergdahl is doing ad- ministrative duties at Fort Sam Houston in San An- tonio while an investiga- tion into how he was cap- tured by the Taliban is con- ducted. The pinpoint pre-dawn attack on Hamas' inner sanctum was launched minutes after the men emerged from tunnel hide- outs, a security official said — displaying the long reach of Israel's intelligence ser- vices. The killing of the com- manders, who played a key role in expanding Hamas' military capabilities in re- cent years, was bound to lower morale in the secre- tive group, but might not necessarily diminish its ability to fire rockets at Is- rael. Thursday's strike in the southern Gaza town of Ra- fah, coupled with a Cabinet decision to call up 10,000 more reserve soldiers, sig- naled an escalation in the Israel-Hamas war after Egyptian cease-fire efforts collapsed this week. Since July 8, fighting has claimed more than 2,000 Palestinian lives, most of them civilians, ac- cording to Palestinian offi- cials and the U.N., and en- tire neighborhoods of Gaza have been destroyed. Sixty- four Israeli soldiers, two Is- raeli civilians and a guest worker also have been killed. Meanwhile, a senior Hamas leader in exile ad- mitted that Hamas was behind the kidnapping and killing of three Israeli teens in the West Bank — the group's first claim of responsibility for the June attack that triggered an Is- raeli crackdown and even- tually led to the Gaza war. Saleh Arouri told an in- ternational conference of Islamic scholars in Turkey on Wednesday that Hamas grabbed the teens in hopes of sparking a Palestinian uprising in the West Bank. MIDDLE EAST Israel kills 3 Hamas military commanders in Gaza By Nataliya Vasilyeva The Associated Press KIEV, UKRAINE Fierce fighting raged in eastern Ukraine on Thursday in what appeared to be a last- gasp attempt by govern- ment troops to snatch back territory from pro-Russian separatists before the ar- rival of a Russian aid con- voy overseen by the Red Cross. Trucks loaded with wa- ter, generators and sleep- ing bags for desperate ci- vilians in the besieged city of Luhansk began moving through Ukrainian customs after being held up at the border for a week, in part because of safety concerns and Ukrainian fears that the convoy's arrival could halt the military's advance. The trucks in the 200-ve- hicle convoy were expected to cross into Ukraine on Friday morning on their way to Luhansk, a city with a war-reduced pop- ulation of a quarter-mil- lion people, 20 kilometers (12 miles) from the Russian border. At Russia's urging, U.N. Secretary-General Ban Ki- moon called for a cease- fire during the humanitar- ian mission. The Red Cross has said it needs assurances of safe passage from all sides to bring in the supplies and set up distribution points, so even without a formal cease-fire, Ukrainian gov- ernment forces could be se- verely constrained in their movements once the trucks begin arriving.
