TAC shall be charged with the consistent and uniform ap- plication of the City's General Plan, City standards, policies, programs, regulations and the City Code. § 2.101: COMPOSITION. The Technical Advisory Commit- tee (TAC) shall consist of: the Community Development Direc- tor, the Director of Public Works, the Fire Chief, the Police Chief and other city staff as deemed appropriate by the City Manag- er. The Community Develop- ment Director shall act as lead staff to coordinate meetings of TAC and the inter-departmental review and responses of TAC. SECTION 3. Article VIII: TEMPO- RARY CLOSURES: is added to CHAPTER 13: as follows: Section 13.100 Designation of Techni- cal Advisory Committee. 13.101 Application Procedure For Temporary Street or Parking Area Closure § 13.100: DESIGNATION OF TECHNICAL ADVISORY COMMIT- TEE. The Technical Advisory Com- mittee shall have authority to temporarily close a portion of any City street or parking area to accommodate celebrations, parades, local special events, and other purposes when deemed necessary for the safe- ty and protection of persons who are to use the affected por- tions of City streets or parking areas during the temporary clo- sure. § 13.101: APPLICATION PROCE- DURE FOR TEMPORARY STREET OR PARKING AREA CLOSURE. Applications for temporary street and/or parking area clo- sures shall be filed with the Community Development De- partment not less than 30 calen- dar days prior to the event. Ap- plications shall be made using the form approved by the Tech- nical Advisory Committee (TAC) for such applications. TAC shall determine to approve, condi- tionally approve, or deny, an ap- plication within 10 calendar days of receipt of a complete application. The applicant may appeal a denial or conditional approval to the City Council. An appeal must be in writing and shall clearly state the basis for the appeal. Said appeal must be submitted to the Community De- velopment Director within 5 days of the issuance of TAC's written decision regarding the application. SECTION 4. CHAPTER 20: Subdi- visions, Article I: GENERAL PRO- VISIONS, § 20.2 DEFINITIONS, the definition of the "TECHNICAL ADVISORY COMMITTEE" shall be amended to read as follows: TECHNICAL ADVISORY COMMIT- TEE OR TAC.
