Quirk ByRichGreene rgreene@redbluffdailynews. com @richgreenenews on Twitter RED BLUFF Dignitaries from across the state gath- ered Friday to formally dedicate a portion of In- terstate 5 in the honor of California Highway Patrol Officer Robert J. Quirk. Quirk was a Red Bluff area CHP officer when he died in the line-of-duty in 1971. However his death wasn't ruled a line-of-duty death until 40 years later when his son, Phil, for- mally requested the CHP reconsider the circum- stances. Quirk was on duty April 10, 1971 when he was in- volved in a foot pursuit of three suspects off of State Route 36. Quirk single- handedly apprehended all three suspects, but later that night began experi- encing chest pains. He worked the remain- der of his shift and 11 hours after the incident suffered a heart attack on Easter Sunday and died. CHP Commissioner Jo- seph Farrow said at Fri- day's ceremony, held at the Tehama County Veterans Hall, that although some 40 years have passed, no one has forgotten Quirk's sacrifice. Signs marking the "CHP Officer Robert J. Quirk Me- morial Highway" will be located on northbound I-5 just south of Hooker Creek and on the southbound side just north of Sunset Hills. Mayor Daniele Jackson and Councilman Rob Schmid have filed to run for reelection in the Nov. 4 Consolidated General Election. Council- man Wayne Brown did not file paperwork to run for reelection. He previously said he would not run again. Because one incumbent did not file for the race, the filing period will be extended to 5 p.m. Wednesday. The Tehama County Elections Department an- nounced Friday the extension also applies to the following governing board member positions: Antelope School District, Corning Union Ele- mentary School District, Elkins School District, Flournoy School District, Lassen View School District, Red Bluff Union School District, Reeds Creek School District, Richfield School District, Red Bluff Joint Union High School District and Shasta-Tehama-Trinity Joint Community College, Trustee Area F, according to the announcement. There will be no such extension in Corning where all incumbents had filed by Friday's dead- line. Mayor Gary Strack, and council members Dar- lene Dickison and Dave Linnet have filed to run. John Leach is the sole challenger to Dickison and appointed Councilman Linnet. The El Camino Irrigation District, Division 3 and Corning Healthcare District have positions open as well, according to the announcement. Jim Nielsen on Friday presented a memorial res- olution honoring the life of George Froome, who was a longtime director of the Red Bluff Round- Up Association and first president of the Round- Up Museum. "Honoring people is a very important respon- sibility of a legislator," Nielsen said at a gather- ing of family and friends at the museum, which Froome helped build in 1999. Rochelle Ramsay, an educator at Corning Union High School, was selected from a pool of more than 400 applicants to participate in the Library of Congress Teaching with Primary Sources Summer Teacher Institute held the week of July 28 through Aug. 1. Each year, the Library of Congress provides the opportunity for a carefully chosen group of K-12 educators to attend one of its five teacher insti- tutes in Washington, D.C. During the five-day program, participants work with Library education specialists and sub- ject-matter experts to learn effective practices for using primary sources in the classroom, while ex- ploring some of the millions of digitized histori- cal artifacts and documents available on the Li- brary's website.
