ByMikeCorder The Associated Press HRABOVE, UKRAINE When international monitors and Malaysian aviation experts arrived Tuesday at the two main sites where the wreck- age of Malaysia Airlines Flight 17 smashed into the undulating countryside of eastern Ukraine, there was almost no perimeter tape. The only security con- sisted of two armed men who did not stop reporters from walking across the fields to the twisted metal. Amid the stench of decay and buzzing flies, one piece of the Boeing 777's fuselage that had previously been lying on the ground was propped up against a post. The lack of security and images of separatist rebels rifling through the wreck- age in the days after last Thursday's crash killed all 298 people aboard are an investigator's worst night- mare and have stirred fears that vital evidence was con- taminated or may have dis- appeared altogether, ham- pering efforts to piece together exactly what hap- pened to the doomed flight. "We are keeping a very close eye on that," said Mi- chael Bociurkiw, a spokes- man for the Organization for Security and Coopera- tion in Europe. "Looking at the fuselage now compared to what it was on Day One. And we have noted some differences." A day earlier, Bociurkiw reported seeing workers "hacking into the fuselage with gas-powered equip- ment." Experts say a cardinal rule of investigations has been breached. "The crash site is a crime scene and, as everyone knows, you don't mess with crime scenes," said Justin Green, an aviation indus- try lawyer in New York and former military pilot and crash investigator. "This crime scene has been dis- turbed. Quite substantially disturbed." Airline disaster inves- tigations have two main strands — identifying the victims and establishing what happened. In this case, the U.S. and its allies believe the plane was shot down with a missile fired by pro-Russian separatists. Identifying the vic- tims ought to be relatively straightforward. Some can be visually identified by rel- atives, through distinguish- ing features such as tattoos or scars, or by the use of dental records. For bodies torn apart in the disaster, DNA analysis should pro- vide grieving families with definitive evidence their loved ones have been found. For days, Dutch police of- ficers have been visiting the bereaved across the Nether- lands — home to 193 of the dead — seeking information about distinguishing fea- tures and collecting DNA samples for use in identify- ing the remains. That pro- cess will start Wednesday at a military barracks in the Dutch town of Hilversum, after the first planes carry- ing remains arrive in the Netherlands on a national day of mourning. Jos van Roo, leader of the Dutch national foren- sics team that will under- take the painstaking task, said Tuesday he wants to identify all victims. "That's always our goal," he said. But investigators have to find all the victims be- fore they can be identified. There were conflicting re- ports Tuesday night about how many bodies had been collected and put on a train that ground slowly through rebel-held territory and into the government-controlled town of Kharkiv. Estimates ranged from around 200 to more than 280 bodies. By Sylvie Corbet The Associated Press Western powers say Rus- sia is supporting the insur- gents in eastern Ukraine who allegedly shot down a Malaysian Airliner last week, killing all 298 people on board. European Union foreign ministers met Tuesday to consider more sanctions against Russia but agreed only to impose more asset freezes on individuals, leav- ing economic relations un- touched. Some countries, like Brit- ain, argue the plane crash has raised the stakes and Europe should not go soft on Russia. But other countries are more cautious, mind- ful of the potential costs of harming business rela- tions. Among other things, Germany imports a third of its oil and natural gas from Russia. France's commer- cial deals include the de- livery of two warships, the biggest ever sale by a NATO country of military equip- ment to Moscow. German Foreign Minis- ter Frank-Walter Steinmeier said an arms embargo on Russia was discussed Tues- day, pushed for by the UK and others, but that EU members only agreed to restrictions on "future con- tracts" — meaning France would get to go ahead with its sales of warships. French President Fran- cois Hollande on Monday night warned about the costs of cancelling the deal. The first warship, the Vlad- ivostok, is nearly finished and due to be delivered in October. "The Russians have paid. We would have to reim- burse 1.1 billion euros ($1.5 billion)," he said. Hollande said the warship deal wouldn't fall under new sanctions because it was fi- nalized in 2011. French offi- cials have also argued that the ship would be delivered without any weapons. He said delivery of the second warship included in the deal could "depend on Russia's attitude." Paul Ivan, a policy ana- lyst and sanctions specialist at the European Policy Cen- ter, a Brussels think tank, pointed out that France risks losing future arms deals with NATO members in central and eastern Eu- rope, some of whom are par- ticularly fearful of Russia. Ukrainian foreign min- ister Pavlo Klimkin criti- cized the sale as violating the EU's own code of con- duct, which forbids EU na- tions from exporting arms if they "would provoke or prolong armed conflicts or aggravate existing ten- sions." U.S. sanctions against Russia have been stronger than Europe's. Last week, it blocked high-profile oil companies and banks from accessing U.S. markets for financing. Action from the EU has mainly targeted in- dividuals instead. U.S. State Department spokeswoman Marie Harf criticized the French war- ship deal. "Clearly we think it's completely inappropriate and we've told them they should not do it," Harf told reporters in Washington. Pentagon documents show there were 161 con- firmed or suspected sui- cides as of July 14, com- pared with 154 during the same time frame in 2013. The uptick was among the Air Force and Navy, while soldiers and Marine sui- cides went down. The doc- uments were obtained by The Associated Press. While the 2014 numbers are likely to change over time as each death is inves- tigated, the slight increase this year is a reversal in the sharp decline in active-duty suicides last year, compared with 2012. According to the final re- port released Tuesday, ac- tive-duty suicides dropped by nearly 19 percent in 2013, compared with the previous year, going from 319 to 259. Suicides among National Guard and Reserve mem- bers increased by about 8 percent, going from 203 to 220. The AP reported pre- liminary 2013 numbers in April. Jacqueline Garrick, di- rector of the Defense De- partment's suicide preven- tion office, said in an in- terview Tuesday that while there is always a concern when officials see the num- ber start to go up again, it's still too early to tell because things could change. She also noted that while often military sui- cides spike in the summer months, this year the num- ber has gone down in the last month or so. Alarmed by the steady in- crease in suicides over the past decade, military offi- cials in recent years beefed up the number of programs and behavioral health spe- cialists available for troops. Data hasn't found a defin- itive link between suicides and service members who deploy to warzones, and of- ficials say that more often the deaths are tied to famil- iar, societal problems such as financial or job stress and marriage and relation- ship issues.
