The City Council introduced an ordinance allowing for the change at its July 15 meeting. The change, which will create around10additionalparkingspots, was requested by the Downtown Red Bluff Business Association. Therewill bea 50-footclearzone starting at the corner of Walnut Street to allow fire access and then around 24 parking spots lining the westportionofthestreetextending toward the crosswalk area at Pine Street.Theeasternhalfofthestreet will remain the same. The business fronts directly affected by the change include Elmer's Pharmacy, McGlynn & Clark, Edward Jones Investments, the 727 Washington Street dentist suites, Chad Hughes Attorney at Large and Dominick's Civil Engineering and Surveying. Several downtown blocks already have angled parking, including Washington Street north of Walnut. The 700 block of Jefferson Street a block west of Washington has a combination of angled and parallel parking. Police Chief Paul Nanfito said following a two-year study of angled versus parallel parking he does not believe there will be any increase in collisions because of the change. Community Development Director Soct Timboe said the change is the first of two that will be brought to the council as part of a downtown rehabilitation plan. About 1 p.m. California Highway Patrol officers responded to a wreck between a blue Suburu Legacy and a red Jeep Rubicon in front of Jill's Fresh Stop Market and Deli. The driver of the Suburu se- dan, Kristina Landrith, 25, alleg- edly made an unsafe turn from the market toward the northbound SR 99E lane and was broadsided by the southbound Jeep, driven by Barry Garrison, 60, of Washington, said CHPofficerTroySomavia.TheSub- uru sustained major damage to its back left side, and the Jeep, which washaulingamini-trailer,sustained damage to its front end and frame. Somavia said Landrith, who is from the area, reportedly looked bothwaysbeforeattemptingtoturn on SR 99E but missed the south- bound Jeep. He said Landrith re- portedlyheardthesoundofscreech- ingbrakesasshepulledoutfromthe west shoulder near the market. The driver of the Jeep, Somavia said, was reportedly traveling about 45 miles per hour and applied his brakes before he crashed into the Suburu. The posted speed limit in the area is 55. Glass from broken windows lit- teredtheroadway,but"surprisingly," no one was injured, Somavia said. DAIRYVILLE Jeep broadsides sedan near market By Rich Greene rgreene@redbluffdailynews.com @richgreenenews on Twitter REDBLUFF The acceptance of grant fund- ing to provide housing assistance for Te- hama County's low income population Tuesday received anything but the rubber stamp of approval from the Board of Su- pervisors. Instead the request from the Depart- ment of Social Services to authorize the already approved funding was met with the politically tinged question of whether the grant would help the impoverished or merely continue to subsidize them. The latter assertion was raised by Su- pervisor Dennis Garton, who questioned the growing size of the Department of So- cial Services and the numerous grants it applies for. "My problem is just giving money to peo- ple and that's what it appears as if we're do- ing. That's the bottom line," Garton said. Tehama County has been offered fund- ing in the amount of $78,935 through the Emergency Solutions Grant Program, which is federally funded and adminis- tered through the California Department of Housing and Community Development. The grant would require a soft match of $63,844 through staff time. This grant would help fund activities to support the needs of the low income com- munity with rental assistance, deposit as- sistance and other financial assistance. Garton said it did not matter whether the funding came from the state or fed- eral levels, it was still taxpayer money all the same. "At some point people have to step up on their own," Garton said.
