Rick Perry said Monday he is de- ploying up to 1,000 National Guard troops over the next month to the Texas-Mex- ico border to combat crim- inals that Republican state leaders say are exploiting a surge of children and fam- ilies entering the U.S. ille- gally. Perry, a vocal critic of the White House's response to the border crisis — and who is mulling a second presi- dential run in 2016 — said the state has a responsi- bility to act after "lip ser- vice" from the federal gov- ernment. He rejected suggestions that Texas was militariz- ing local communities by putting National Guard troops on the ground or that crime data along the border doesn't justify addi- tional resources. The deployment will cost Texas an estimated $12 million a month. Texas Adjutant General John Nichols said his troops would simply be "refer- ring and deterring" im- migrants and not detain- ing people — though Nich- ols said the National Guard could if asked. "We think they'll come to us and say, 'Please take us to a Border Patrol station," Nichols said. More than 3,000 Bor- der Patrol agents currently work in the region, and Perry has repeatedly asked Obama to send the National Guard to the border. Much of the area has been over- whelmed in recent months by tens of thousands of un- accompanied children ille- gally entering the U.S. U.S. Customs and Border Protection didn't respond to a request for comment Monday. As governor, Perry is commander in chief of Texas military forces un- less those forces have al- ready been mobilized by the White House. But if Perry deploys National Guard troops it is up to Texas to pay for them, while an or- der from Obama would mean Washington picks up the tab. President George W. Bush sent 6,000 National Guard troops to the border in 2006, and Obama even- tually extended that deploy- ment while ordering a sec- ond wave of National Guard forces to Texas, California, Arizona and New Mexico in 2010. But the second round saw reduced numbers of troops, and most of their work was limited to air pa- trols in counterdrug oper- ations. In Pennsylvania, a doctor was removed from clinical work after complaining that on-call doctors were refus- ing to go to a VA hospital in Wilkes-Barre. Medical professionals from coast to coast have pointed out problems at the VA, only to suffer retal- iation from supervisors and other high-ranking officials, according to a report Mon- day by a private govern- ment watchdog. The report compiled by the Project on Government Oversight, a group that conducts its own investi- gations and works with whistleblowers, is based on comments and complaints filed by nearly 800 current and former VA employees and veterans. Those com- ments indicate that con- cerns about the VA go far beyond the long waiting times or falsified appoint- ment records that have re- ceived much recent atten- tion, extending to the qual- ity of health care services veterans receive, the report said. The group set up a web- site in mid-May for com- plaints and said it has re- ceived allegations of wrong- doing from 35 states and the District of Columbia. "A recurring and funda- mental theme has become clear: VA employees across the country fear they will face repercussions if they dare to raise a dissenting voice," said Danielle Brian, the group's executive direc- tor. "Until we eliminate the culture of intimidation and climate of fear, no reforms will be able to turn this bro- ken agency around." The report from the group, known as POGO, came a day before the Sen- ate Veterans Affairs Com- mittee was to hold a hear- ing on the nomination of Robert McDonald to be VA secretary.
