WHEREAS, the Improvement Dis- trict #1 of the Rio Alto Water District has endured a continu- ous and accelerating increase in uncontrollable costs, mandated costs, and the need to establish capital funding, operating re- serves, and, WHEREAS, the need for the Im- provement District #1 of the Rio Alto Water District to become self-sustaining to provide ade- quate wastewater services and to provide for a staged funding of capital improvements, capital replacement, and include a 25% operating reserve, and, DEPARTMENT OF HOMELAND SECURITY WHEREAS, Rio Alto Water Dis- trict has contracted with PACE Engineering to prepare a rate study to assess the necessary funding to accomplish the afore- mentioned, and WHEREAS, the Rio Alto Water District has set a public hearing on this issue for Wednesday, Ju- ly 20, 2011, at the District Board Room located at 22099 River View Drive, Cottonwood, CA at 6:00 p.m., now, THEREFORE, BE IT RESOLVED, that the Rio Alto Water District proposes to amend Sewer Reso- lution 9-73 and all associated resolutions for the purpose of establishing new rates that: 1. Would increase sewer rates over a 5 year period by 30%, 20%, 15%, 8% and 5% respec- tively. 2. Allow for graduated capital project funding and an eventual 25% annual operating reserve.
