The survey from the non- partisan Kaiser Family Foundation provides find- ings that both sides in the health care debate can seize on. It's an ambitious look at people who buy their cover- age individually; they're the ones most affected by the Af- fordable Care Act. "The critics' view of the law as an unmitigated disas- ter is far from true, but it's not what advocates might have hoped for either be- cause many people still have concerns about affordabil- ity," said Drew Altman, CEO of the foundation, an infor- mation clearinghouse about the health care system. The poll found that Obama's law is achieving one of its main goals by cov- ering the uninsured. Fifty- seven percent of the 8 mil- lion people who bought a plan through the new insur- ance exchanges were previ- ously uninsured. But greater access to cov- erage has come at a price that's uncomfortably steep for many. Despite the availability of generous subsidies, 4 in 10 of those who bought a plan that meets the law's speci- fications said they had dif- ficulty paying their monthly premiums. That's a sober- ing reality check on asser- tions by the Obama admin- istration that coverage is readily affordable. Overall, employer cover- age got much better ratings in the poll than did health law plans, which are meant for self-employed people and workers without access through their jobs. The survey looked at sev- eral groups of people in the individualhealthcaremarket: • those who bought plans in the new insurance ex- changes. • those who bought plans outside the exchanges that nonetheless complied with the law's specifications. • people who switched from previous coverage, either because it was can- celed or they found a bet- ter deal. • those who were able to keep the plan that they had before. Since just the start of this year, the health law has come to dominate the indi- vidual insurance market. The poll found that 68 percent of people purchasing their own coverage are en- rolled in plans that comply with the law's standards. But those same consumers are divided about the law's im- pact. Roughly similar shares say have benefited (34 per- cent) as report being nega- tively affected (29 percent). The survey was based on telephone interviews con- ducted from April 3 through May 11, among a nationally representative random sam- ple of 742 adults ages 18-64 who purchased their own insurance. ACA Poll: Many still struggle to pay health premiums By Carson Walker The Associated Press WESSINGTONSPRINGS,S.D. A timely warning allowed an entire South Dakota city to shelter from a tor- nado that razed dozens of homes and businesses but injured only one or two people in the area, officials said Thursday. Dedrich Koch, a Jerauld County prosecutor, said ev- eryone was accounted for after the twister hit Wess- ington Springs just before 8 p.m. Wednesday. Tornado alarms sounded several times, prompting residents to head to the city's emergency shelter in the basement of the court- house, Koch said. Charles Bergeleen, who has lived in Wessington Springs since 1981, said the twister moved over hills and through the town, missing his house by 50 feet. "There's debris all over that (south) end of town; there's a lot of insulation, wood, siding," Bergeleen said Thursday. "I found a license plate from Texas in my yard. I guess it's from someone who was visiting the area." Ten businesses were damaged, five of them ex- tensively, and at least 25 of 43 houses that were dam- aged are uninhabitable, he said Thursday. The city has a population of about 850 residents. "It cut right through the heart of the residen- tial area; it just missed the hospital, nursing home and school," Koch said. The American Legion, a bar, an auto dealer and several farms were destroyed or damaged. Lindsey Meyers, a spokeswoman for Avera Health, said Thursday that the only patient who was treated at the hospital in Wessington Springs in con- nection with the tornado has been released. Koch said that woman and her husband suffered minor injuries when a tor- nado hit their home near Alpena, about 15 miles east of Wessington Springs. He had no further details and did not identify the couple. Gov. Dennis Daugaard arrived in the city about 125 miles northwest of Sioux Falls late Wednesday. He issued a statement say- ing at least 100 South Da- kota National Guard sol- diers and equipment would be deployed to help with cleanup. The city was without power overnight and Koch said generators would be provided. Meyers said some of the hospital's win- dows were broken in the storm and that the facility was operating on backup power. The Red Cross has set up a shelter and expects to serve nearly 400 meals to displaced residents, spokesman Richard Smith said. Father Jim Friedrich said the community was thankful that nobody was seriously hurt. "We do see our blessings right away," said Friedrich, who's been preaching at St. Joseph's Catholic Church for eight years.
