Intention to Form a Contrac- tual Assessment Program; Pro- posed Boundaries. Pursuant to a resolution entitled "Resolution Declaring Intention to Finance Installation of Distributed Gen- erating Renewable Energy Sour- ces, Energy Efficiency and Water Efficiency Improvements," adopted on April 17, 2014 (the "Resolution of Intention"), the Commission of the California Statewide Communities Devel- opment Authority ("California Communities") has determined that it would be convenient, ad- vantageous, and in the public in- terest to designate an area, which shall encompass the en- tire geographic territory within the boundaries of the countieslisted at Schedule I, and cities in Los Angeles County list- ed at Schedule II, of the Resolu- tion of Intention(collectively, the "Covered Jurisdictions," and each a "Covered Jurisdiction"), within which California Com- munities and property owners within the Covered Jurisdictions may enter into contractual as- sessments to finance the instal- lation of distributed generation renewable energy sources and energy efficiency and water effi- ciency improvements that are permanently fixed to real prop- erty ("Authorized Improve- ments") pursuant to Chapter 29 of Part 3 of Division 7 of the Streets & Highways Code of the State of California ("Chapter 29"). California Communities will not enter into contractual assess- ments to finance the installation of Authorized Improvements with the owner of any property located in unincorporated terri- tory of any Covered Jurisdiction that is a county, or incorporated territory of any Covered Juris- diction that is a city, unless re- quested to do so first by such county or city. The Resolution of Intention, in- cluding the schedules and ex- hibit thereto, is on file with the Secretary of the Commission and reference is made thereto for the particular provisions thereof. 2. Report. Pursuant to the Reso- lution of Intention, the Commis- sion ordered preparation of a re- port (the "Report") at or before the time of the public hearing that contains all the matters de- scribed in Sections 5898.22 and 5898.23. 3. Contract. Chapter 29 author- izes California Communities and property owners within the Cov- ered Jurisdictions to enter into contractual assessments to fi- nance the installation of Author- ized Improvements. The Report will contain a draft contract (the "Contract") specifying the terms and conditions that would be agreed to by California Com- munities and property owners within the Covered Jurisdictions. 4. Financing Provisions. The Commission determined in the Resolution of Intention that it is in the public interest for Califor- nia Communities to finance the installation of Authorized Im- provements in the Covered Ju- risdictions. Under Chapter 29, California Communities may is- sue bonds pursuant to Chapter 29 that are payable by contrac- tual assessments and California Communities may advance its own funds to finance work to be repaid through contractual as- sessments, and may from time to time sell bonds to reimburse itself for such advances. 5. Public Hearing. A public hear- ing will be held at 10:00 a.m., on July 17, 2014, at 1100 K Street, 1st Floor, Sacramento, CA 95814, for the purposes of allowing inter- ested persons to object to or in- quire about the proposed con- tractual assessment program or any of its particulars. The public hearing may be continued from time to time as determined by the Commission for a time not exceeding a total of 180 days. At the time of the hearing, the Report will be summarized and the Commission will afford all persons who are present an op- portunity to comment upon, ob- ject to, or present evidence with regard to the proposed contrac- tual assessment program, the extent of the area proposed to be included within the program, the terms and conditions of the draft Contract, or the proposed financing provisions. 6.
