During the full-hon- ors funeral for 31-year- old Officer Igor Soldo, his brother, a police officer in Beatrice, Nebraska, was among those who recalled Soldo's serious side and his pranks. Robert Soldo also re- membered their lives in Bosnia before moving to Nebraska, where both went into law enforcement. He said Igor would have appreciated seeing the 3,000 uniformed offi- cers, family members and friends who turned out for his funeral. Friends said Soldo spoke several languages, was careful in the friends he chose and intensely loyal to those he had, and pos- sessed the kind of mem- ory that prompted oth- ers to recheck their facts when talking about mov- ies or books. More than one colleague laughed that Soldo also seemed to always be look- ing for his lost keys. One former police part- ner, Officer Tyler Todd, said that when he heard that Soldo and Officer Alyn Beck were the offi- cers down in the shooting at the Wal-Mart, he as- sumed it was because they were trying to confront the shooters. "He and Alyn would have been the first ones inside to try to protect ev- eryone," Todd said. Soldo and Beck were shot dead at a pizza shop by a couple that police said also killed a shopper at a nearby Wal-Mart store be- fore they were killed. A service for Beck, 41, was scheduled for Satur- day. A memorial has not yet been set for shopper Joseph Wilcox. Soldo joined the Las Ve- gas Police Department in 2006 after moving with his family from war-torn Bos- nia when he was 13. He graduated from the Uni- versity of Nebraska-Lin- coln, and worked as a cor- rectional officer at a Lin- coln jail until he got his job with the LVPD. Soldo married a fellow correctional officer, An- drea, in 2009 and they had a son, Logan, last July. Police said Soldo was the first person gunned down Sunday by a mar- ried couple, including a man who espoused anti- government views and had called law enforce- ment officers "criminals" in YouTube videos. After Soldo was shot at a Cici's Pizza, Beck tried to react but was killed by the couple. LAS VEGAS Slainpoliceofficer mourned during funeral By Jack Gillum The Associated Press WASHINGTON The Obama administration has been quietly advising local po- lice not to disclose details about surveillance tech- nology they are using to sweep up basic cellphone data from entire neigh- borhoods, The Associated Press has learned. Citing security reasons, the U.S. has intervened in routine state public records cases and criminal trials re- garding use of the technol- ogy. This has resulted in police departments with- holding materials or heav- ily censoring documents in rare instances when they disclose any about the pur- chase and use of such pow- erful surveillance equip- ment. Federal involvement in local open records proceed- ings is unusual. It comes at a time when President Barack Obama has said he welcomes a debate on gov- ernment surveillance and called for more transpar- ency about spying in the wake of disclosures about classified federal surveil- lance programs. One well-known type of this surveillance equip- ment is known as a Sting- ray, an innovative way for law enforcement to track cellphones used by sus- pects and gather evidence. The equipment tricks cell- phones into identifying some of their owners' ac- count information, like a unique subscriber number, and transmitting data to police as if it were a phone company's tower. That al- lows police to obtain cell- phone information without having to ask for help from service providers, such as Verizon or AT&T, and can locate a phone without the user even making a call or sending a text message. But without more details about how the technology works and under what cir- cumstances it's used, it's unclear whether the tech- nology might violate a per- son's constitutional rights or whether it's a good in- vestment of taxpayer dol- lars. Interviews, court records and public-records requests show the Obama adminis- tration is asking agencies to withhold common informa- tion about the equipment, such as how the technology is used and how to turn it on. That pushback has come in the form of FBI affidavits and consultation in local criminal cases. "These extreme secrecy ef- forts are in relation to very controversial, local govern- ment surveillance practices using highly invasive tech- nology," said Nathan Freed Wessler, a staff attorney with the American Civil Liberties Union, which has fought for the release of these types of records. "If public participa- tion means anything, people should have the facts about what the government is do- ing to them." Harris Corp., a key man- ufacturer of this equipment, built a secrecy element into its authorization agreement with the Federal Communi- cations Commission in 2011. That authorization has an unusual requirement: that local law enforcement "co- ordinate with the FBI the acquisition and use of the equipment." Companies like Harris need FCC authoriza- tion in order to sell wireless equipment that could inter- fere with radio frequencies. A spokesman from Har- ris Corp. said the company will not discuss its products for the Defense Department and law enforcement agen- cies, although public filings showed government sales of communications sys- tems such as the Stingray accounted for nearly one- third of its $5 billion in rev- enue. "As a government con- tractor, our solutions are regulated and their use is restricted," spokesman Jim Burke said. Local police agencies have been denying access to records about this sur- veillance equipment under state public records laws.
