4B Daily News – Friday, May 20, 2011 CSU, Chico to hold 121st Commencement Saturday, Sunday State Assemblyman Jim Nielsen, 2nd District, will speak at California State University, Chico’s 121st Commencement Saturday, May 21, and Sunday, May 22. In addition, several programs and groups will hold receptions and special ceremonies, including a ceremony for master’s graduates on Friday, May 20. About 1,200 students are expected to receive bachelor’s degrees on Sat- urday and approximately 1,600 students Sunday in the University Stadium. The ceremonies for the class of 2011 will start promptly at 9 a.m. and will take about two hours each and will be held rain or shine. Tickets are not required for admission. Saturday’s commence- ment exercises will include graduates from the Col- leges of Communication and Education (including Liberal Studies), Humani- ties and Fine Arts, and Natural Sciences. Sun- day’s exercises will include graduates from the Colleges of Agriculture, Behavioral and Social Sci- ences, Business, and Engi- neering, Computer Science and Construction Manage- ment. In addition to Assem- blyman Nielsen, CSU, Chico President Paul Zingg will speak at both ceremonies. Spencer Breese Blair, a graduating LAST WEEKEND of the Bumper Crop & Potting Soil senior from the College of Communication and Edu- cation, will speak on Satur- day. Kaitlyn Whitney Per- cival, a graduating senior in the College of Behav- ioral and Social Sciences, will speak on Sunday. Elected in 2008, Nielsen serves as the vice chair of the Assembly Budget Committee, and as a mem- ber of the Appropriations, Veterans Affairs, and Rules committees. He authored the original “Review of Master Plan for Higher Education” and, in 2010, served on the Joint Com- mittee on the Master Plan for Higher Education, which worked at defining a vision for the future of higher education in Cali- fornia. The 2nd Assembly District includes Butte, Colusa, Glenn, Modoc, Shasta, Siskiyou, Sutter, Tehama and Yolo counties. This landmark program was created to help financially challenged local horse owners geld their colts and stallions and reduce the overbreeding that has created an excess of horses in California and the rest of the nation during the current economic downturn. Shirley Puga, founder and president of NERN, said 10- 12 of these clinics will be held throughout the state in 2011 as a pilot program for a nationwide effort to help reduce the number of excess horses that currently need rehoming because thousands of owners can no longer afford to keep them properly - or at all - since the recession started in 2008. The cost to area horse owners will be $75 to geld their colts/stallions. All horses brought to the clinic must be hal- ter broke, in good health, and have two descended testicles. Attendance will be limited. Horses will be accepted on a first-come, first-served basis, by appointment only. Earlier clinics have been held in Huntington Beach, Salinas, Oakdale and Solvang. A total of 62 horses have been gelded by the NERN program to date. "The current economy has not only caused hard- ship for people, but our animals and horses have suf- fered horribly here and throughout the rest of the country because many owners can no longer afford to care for them properly or even keep them," Puga pointed out. "It would be a shame to create even more horses that will have trouble finding homes over the next few years. This program has been designed to help prevent that from happening," she continued. Puga has been directly involved in the rescue and rehoming of nearly 1,000 horses since she became involved in equine advocacy. She decided to launch NERN last year when she realized that many of the rescue organi- zations she was working with needed help themselves.
