In a press release issued Mon- day, Harley North accused Charles Allen of falsifying his resume and application to the Tehama County Office of Education by listing a master's degree from California State University, Chico he never earned. North said Allen, the county's deputy superintendent, is collect- ing an additional $750 per year in salary from a stipend tied to the credential. Allen told the Daily News Mon- day evening that he does not have a master's degree, but was hired by Tehama County with a master's equivalency. Allen said he was working for the Red Bluff Union Elementary School District when he applied to work for the County Department of Education. He said the job require- ment called for a bachelor's degree with a masters' equivalency. Allen said he had taken 55 post graduate credits at Chico State and was taking a combined course that gave him credits toward the master's degree as well as an ad- ministrative credential. He said the latter was all he was interested in as that is what he needed for future employment. Allen said the county took that credential, his credits and his 10 years of experience in the private sector into account when it de- clared he had the equivalent expe- rience of a master's degree before hiring him. Allen said that equivalency was then processed to the Human Re- sources Department, which deter- mines the $750 yearly stipend. Superintendant Larry Cham- pion, who hired Allen, said Allen possessed everything the depart- ment was looking for in a deputy superintendent. The group also said Chief Judge Leona Colegrove will head the newly established Paskenta Tribal Court, according to a news release. Parker said it will be his job to enforce orders handed down from Paskenta Tribal Court. "I'm not looking for a battle, I'm not looking for a fight," Parker said during an interview. "I'm looking for a peaceful solution." The tribe, which owns and op- erates Rolling Hills Casino near Corning, has faced leadership questions stemming from its an- nual General Council meeting April 12. Armed security guards stationed at the casino serve as a reminder of the dispute. Tribal Council Chairman An- drew Freeman previously an- nounced that members of two tribal families were suspended at the meeting by a quorum of the General Council. He also alleged that some suspended members em- bezzled more than $1 million. Richard Verri, an attorney who says he represents the tribe, said that some members of the five- member Tribal Council also va- cated their seats by leaving the meeting, including Vice Chairman David Swearinger, treasurer Les- lie Lohse and secretary Geraldine Freeman. He said new appoint- ments were made. Freeman also questioned the el- igibility of the suspended members to be part of the tribe, saying they were free to challenge those sus- picions. At a General Council meeting May 10, Verri said, member-at- large Allen Swearinger also was replaced by appointment after he failed to attend, and the new Tribal Council, consisting of Chairman Andrew Freeman, Vice Chair- woman Leticia Miller, treasurer Ambrosia Rico, secretary Andrew Alejandre and member-at-large Natasha Magana, was confirmed. The Tehama County District Attorney's Office accuses Ty- ler Allan Burrone of texting be- fore rear-ending a Nissan Max- ima that stopped to make left turn off State Route 99E toward Sherman Street, forcing the vehi- cle into the path of a northbound big rig. The driver of the Nissan, Katie Ramsey, was seriously in- jured in the crash. Her son, Gun- ner, was killed. Neither Burrone nor the driver of the big rig, which overturned in the July 24, 2013 crash, were hurt. Burrone of Fort Jones is charged with involuntary man- slaughter and vehicular man- slaughter, both felonies, and he appeared with his attorney, Rolland Papendick, at Tehama County Superior Court.
