TheEthio- pian jail guard suspected of torturing and maiming po- litical prisoners during that country's "Red Terror" era came to the United States in 2004 under a false identity, seeking asylum and claiming he would be persecuted if he returned home. He lived comfortably in Denver until one day in 2011 when another Ethiopian who recognized him outside a cafe confronted him with the words, "I think I know you." And that's how Kefelegn Alemu Worku, convicted last year of identity theft and im- migration fraud, came to the attention of federal law en- forcement authorities. The government would like to see that happen more often. A Justice Department lawyer recounted Worku's case at a recent presenta- tion for refugee advocates, part of an outreach to en- courage the reporting of hu- man-rights abusers hiding in plain sight. The hope is to raise the profile of a rela- tively new prosecution unit and to make refugees com- fortable with helping inves- tigators — a major chal- lenge in human-rights crim- inal cases. Part of preventing atroc- ities "is accountability for what people have done," Te- resa McHenry, chief of the department's Human Rights and Special Prosecutions section, said in an interview. The cases are challenging, costly and not always suc- cessful. They require prose- cutors to reconstruct crime scenes from other coun- tries that are sometimes de- cades old and to rely on wit- nesses who may be scattered across the globe. Advocates say they wish prosecutors would bring more cases. And defense lawyers criticize the Justice Department for se- lectively prosecuting their clients when others may be equally culpable, and for us- ing witness testimony they argue is not always credible. "There's a whole layer of doubt in the reliability of witnesses who now, 20 years later, talk about this stuff," said Mark Howard, who de- fended a woman convicted of fraudulently obtaining U.S. citizenship by lying about her role in the 1994 Rwan- dan genocide. He said he was troubled when prosecutors in New Hampshire brought in new witnesses and appeared to change their legal theory at the retrial at which his cli- ent, Beatrice Munyenyezi, was found guilty. "Twenty years of cultural change and cultural education about the genocide has influenced what they say," Howard said. The Human Rights and Special Prosecutions Sec- tion was formed in 2010 from two units, including one that specialized in hunting down Nazi criminals. But as that population has dwindled and concerns have grown about refugees who lie on visa or asylum applications to enter the United States, focus has renewed on contemporary human rights abuses. In 2011, President Barack Obama called preventing mass atrocities a "core na- tional security interest" and expanded the grounds on which immigrants could be denied U.S. entry, including involvement in slavery and forced labor. U.S. Immigra- tion and Customs Enforce- ment created a war crimes center five years ago. And new or amended laws have expanded the Justice De- partment's reach. Now, merging some of them is seen as a logical way to save money on bureaucracy, and the French support it — as long as it's someone else's turf. The recent proposal of France's new prime minis- ter to cut the number of re- gions in half by 2017 is pro- voking sharp disputes — es- pecially in areas with strong historical identity. It's some- what like erasing the state lines between Texas and Oklahoma. A poll suggests that 68 percent of the French be- lieve the measure to be a necessity — but 77 percent reject the disappearance of their own region. Polling agency LH2 questioned 5,111 people nationwide in Febru- ary and March. The margin of error was 1.4 percentage points. "This is where we will learn who the real reform- ers are and who are the con- servatives," French Pres- ident Francois Hollande said this month on national TV. He's trying to counter his image as a man afraid of unpopular cost-cutting reforms that many econo- mists say his nation needs in order to thrive. The regions reform is a long-running idea that was considered by the previous conservative government but never implemented, partly because of the diffi- culty of agreeing on a new map. The numerous French territorial divisions — 22 regions, 100-plus depart- ments and no fewer than 36,000 communes — is of- ten referred to as a "mille- feuille," after the French dessert made up of multi- ple layers of puff pastry and cream. The government wants to halve the number of regions to 11 or 12, though the pre- cise division has not been decided yet. France's over- seas territories aren't in- volved. The proposal has stirred up the traditional attach- ment of French people to their regions, and some- times strong feelings against sharing the same authorities as their neigh- bors. In Alsace, bordering Ger- many in the east, 61 percent of respondents to the poll said they don't want to join with neighboring Lorraine, which has suffered from the deep decline of its mining and metallurgy industry. "If it happens, we will be on the way to destroy- ing our local law, which currently gives us two ex- tra public holidays and bet- ter health care," said Jean Muller, a 55-year-old inhab- itant of Strasbourg, the cap- ital of Alsace. Alsace inher- ited its local legislation from the time when it was part of Germany, until the end of First World War. If the regions merge, "poor Lorraine would find its interest in receiving sub- sidies (from the new region), while rich Alsace would pay most of the local taxes," said Muller. A Facebook group against an Alsace-Lorraine merger has gathered more than 10,000 people. In other places, the re- form offers an opportunity to revisit what some inhab- itants consider mistakes of history. Around 10,000 people gathered last month in the city of Nantes, part of the Pays de la Loire region, to ask to join Brittany. An- other gathering is planned May 13. Nantes was part of Brit- tany until a 1956 reform that created today's regions. Yet Breton culture remained over the years, through food and traditional dances for instance.
