Jerry Brown signed into law last year to grant driver's licenses to immigrants in the country illegally, after businesses and advocates raised con- cerns. The Assembly on Thurs- day voted 47-to-15 on a party-line vote to clarify provisions of AB60. They come as the Department of Motor Vehicles plans to start issuing licenses in January 2015, with almost 1.5 million immigrants qualifying. The original law says im- migrants must sign an af- fidavit saying they cannot prove their presence in the U.S. is authorized. AB1620 by Democratic Assembly- man Luis Alejo of Watson- ville says applications for the licenses are confidential and won't be subject to the state's open-records laws. The original law pro- hibits California busi- nesses from discriminating against workers who have special licenses by assum- ing the licenses prove the immigrants are here ille- gally. Such provisions are included because of immi- grants' fears that licenses could be used against them, said Josh Stehlik, a workers' rights attorney with the National Immi- gration Law Center. Peo- ple born in the U.S. but who don't have their birth certificates, for example, may also apply for AB60 licenses. The licenses cannot be used as proof of work au- thorization, but they can be used to prove identity. Employer groups want to make sure businesses that follow federal law by reject- ing applicants who can't prove their permission to work are not punished if the applicants also happened to show their licenses. IMMIGRANT DRIVERS Billcleansup license program By Terry Collins The Associated Press SAN FRANCISCO A North- ern California pilot whose body was recovered in the wreckage days after his plane crashed into San Fran- cisco Bay following a midair collision with another small plane has been identified, au- thorities said Thursday. The body of 33-year- old David Everett Plumb, of Rocklin, California, was found Wednesday, said Con- tra Costa County Sheriff's spokesman Jimmy Lee. An autopsy to determine Plumb's exact cause of death was underway Thursday morning and findings could be released later in the day, Lee said. Plumb's identification comes a day after a marine salvage crew retrieved his body and the fuselage of his Cessna 210 and three days after his single-engine plane crashed into the water. National Transportation Safety Board lead investi- gator Howard Plagens said the midair collision occurred Sunday afternoon when the pilot of a vintage single-en- gine Hawker Sea Fury TMK 20 pulled up to the left side of Plumb's Cessna. The Sea Fury's pilot said he saw the Cessna going down but did not see it crash. The surviving pilot im- mediately focused on trying to fly his own plane to land safely, Plagens said. The Hawker suffered tail dam- age. Meanwhile, the NTSB plans to examine the recov- ered wreckage Thursday. A preliminary report could come as early as next week, Plagens said. On Tuesday, searchers lo- cated parts of the plane in- cluding a wing and a wheel in about 13 feet of water about 1 miles off the Richmond shoreline east of San Fran- cisco. Using an underwater camera, a San Francisco po- lice boat found the fuselage of the Cessna. Diving crews followed up to confirm the find. It was not immediately clear why the planes were flying so close together dur- ing the passing maneu- ver. Witnesses at Point San Pablo Yacht Harbor said the Cessna spiraled out of con- trol and crashed. The Sea Fury's pilot landed at Eagle's Nest Air- port in the small city of Ione in Amador County, Fed- eral Aviation Administra- tion spokesman Ian Gregor said. The Sea Fury's occu- pants — a husband and wife — weren't hurt.
